A geopolítica não é somente uma ferramenta ou um campo de estudo a ser aplicado às políticas do Estado. Pouco compreendendo-a e negligenciando-a, a academia distanciou-se da geopolítica, creditando-a como uma disciplina voltada estritamente para a guerra, de pouca relevância ou até mesmo defasada em termos conceituais e teóricos. Perdendo-se de vista a relevância da relação entre o território e a geopolítica, esta ficou restrita a um campo meramente especulativo e inerte. Contradizendo essa noção e construindo uma aproximação poucas vezes realizada entre a geografia e as relações internacionais, buscamos realizar uma análise da política externa brasileira do Estado Novo ao Livro Branco de Defesa Nacional (1937 a 2012), evidenciando a constância da geopolítica como um produto das relações de poder entre os atores da diplomacia e o território. Destacando as lacunas das concepções internacionalistas sobre o conceito de território e sobre a geografia e efetuando o levantamento dos documentos do Ministério das Relações Exteriores e outros acervos históricos, procuramos tecer as relações entre a formação do território nacional e a construção das estratégias externas dos governos brasileiros, observando, nesse processo, não somente a formação da política externa do Brasil, mas também de uma geopolítica construída no interior do Estado. Para a elaboração dessa pesquisa, utilizamos material primário presente em diversos acervos históricos, dentre os quais o Arquivo Nacional, o Centro de Pesquisa e Documentação de História Contemporânea do Brasil (CPDOC) e o acervo histórico do Departamento de Estado dos Estados Unidos. A argumentação construída nessa tese evidencia não só a eminência de se aproximar o debate geográfico das relações internacionais, como também de afirmar a geografia como uma ciência imprescindível à compreensão da política externa brasileira, na medida em que esta possui o território como fundamento essencial.

Geopolitics is not just a tool or a field of study to be applied to state policies. Little understanding and neglecting it, the academy distanced itself from geopolitics, crediting it as a discipline strictly focused on war, of little relevance, or even outdated in conceptual and theoretical terms. Losing sight of the relevance of the relationship between territory and geopolitics, the latter was restricted to a merely speculative and inert field. Contradicting this notion and building an approximation rarely performed between geography and international relations, we seek to carry out an analysis of Brazilian foreign policy from the Estado Novo to the Livro Branco de Defesa Nacional (1937 to 2012), evidencing the constancy of geopolitics as a product of the power relations between diplomacy actors and the territory. Highlighting the gaps in internationalist conceptions about the concept of territory and geography and carrying out a survey of documents from the Ministry of Foreign Affairs and other historical collections, we seek to weave the relationships between the formation of the national territory and the construction of foreign strategies of Brazilian governments, observing, in this process, not only the formation of Brazil's foreign policy but also of geopolitics built within the State. For the elaboration of this research, we used primary material present in several historical collections, among which the National Archives, the Center for Research and Documentation of Contemporary History of Brazil (CPDOC), and the historical collection of the United States Department of State. The argument built in this thesis shows not only the eminence of approaching the geographic debate to international relations but also of affirming geography as an essential science for the understanding of Brazilian foreign policy, insofar as it has the territory as an essential foundation.
