O presente trabalho teve como objetivo analisar as questões relativas aos resíduos sólidos urbanos (RSU) desde a sua geração, impulsionada pela produção desenfreada e o consumo, até a sua destinação final. Pretendeu-se integrar os caminhos da busca por padrões mais sustentáveis de produção e consumo ao cotidiano do gerenciamento dos resíduos sólidos nos pequenos municípios, através da análise de alternativas para a Gestão e o Gerenciamento Integrados dos Resíduos Sólidos. Para isso forma analisadas alternativas que visam a implementação de um sistema que seja econômico, eficaz e que tenha a inclusão social como premissa, especialmente das pessoas que vivem do lixo e com o lixo. A hipótese desse trabalho é a de que a partir de um diagnóstico da realidade do município, da construção de um plano de gestão integrada dos resíduos sólidos urbanos, da incorporação de tecnologias sociais no gerenciamento do lixo e da educação ambiental, os resíduos sólidos possam deixar de ser um problema para as administrações municipais e passar a ser um potencial de desenvolvimento e inclusão social.

The goal of the present thesis was to analyze the issues regarding to urban solid waste (USW) since its generation, stimulated by a frenetic production and consumption, until its final destination. It intended to integrate the ways in search of more sustainable patterns of production and consumption to the small cities daily management of solid waste, throughout analyzing alternatives for Management and Integrated Administration of Solid Waste. Therefore, alternatives that focuses in implementation of an efficient economic system; and that have as premises the social inclusion especially of the people that make a living from the garbage and with the garbage were analyzed. This works hypothesis is that: with a diagnostic of the cities reality; the creation of an integrated management plan of urban solid waste; the incorporation of social technologies in the garbage management; and the environmental education, the solid waste will no longer be a problem for cities administrations and will become a potent resource of development and social inclusion.
