As possibilidades de uso das geotecnologias pelo setor público são amplas e podem aprimorar a gestão através do provimento de dados e tecnologias que permitem as mais diversas aplicações de caráter geográfico. No Governo Federal brasileiro, o uso das geotecnologias não é conhecido de forma sistemática, além de não se saber quais são as principais aplicações e atores públicos e privados envolvidos. Também se sabe muito pouco sobre a relação do setor privado com os entes federais, e como os profissionais atuantes no setor percebem o mercado. Sendo assim, esta tese propõe-se a analisar o mercado de geotecnologias no governo federal entre os anos de 2011 e 2019 através de i) dados públicos de contratos firmados entre o Governo Federal e empresas privadas ii) questionários aplicados a servidores federais e colaboradores de empresas privadas. Buscou-se entender a dinâmica temporal do mercado, seu grau de concentração e concorrência e como a crise político-econômica de meados de 2010 o impactou. Os resultados mostram que existem 31 empresas principais fornecedoras de geotecnologias para o Governo Federal Brasileiro que empregam 2263 funcionários, distribuídas espacialmente nas regiões Sul, Sudeste e no Distrito Federal. Através da análise individual de 600 contratos, concluiu-se que foram negociados R$ 804.747.626,99 junto ao Governo Federal durante o período. O menor contrato observado foi R$ 274,00 e o maior R$ 112.991.465,57, com um valor médio de R$ 1.341.246,04. Os contratos envolveram principalmente soluções de Sensoriamento Remoto e Aerofotogrametria (50%) e Sistemas de Informação Geográfica (33%), sendo aplicados majoritariamente nas áreas temáticas de Petróleo & Gás (39%), Infraestrutura (19%) e Recursos Naturais e Meio Ambiente (10%). A empresa Fototerra foi a principal delas, fornecendo R$ 155.553.107,03 em produtos e serviços. O principal comprador foi o Ministério de Minas e Energia contratando R$ 410 milhões, sendo que R$ 310 milhões foram adquiridos apenas pela Petrobrás. O Índice Herfindahl-Hirschman (HHI) que mede a concentração do mercado teve um valor de 0,082, o que indica não concentração. Existia uma tendência de crescimento do mercado até 2014, porém confirmou-se que a crise político-econômica causou impactos negativos, implicando em uma retração anual de 21% no volume contratado entre 2014 e 2019. As geotecnologias são recursos importantes para a Geografia, tanto no meio acadêmico, quanto fora dele, e este trabalho pode contribuir de forma inédita com uma visão mais ampla sobre o mercado e sobre como os mais diferentes órgãos federais estão usando as bases tecnológicas da Geografia para cumprir com suas missões, melhorar o bem-estar social e contribuir para um país mais desenvolvido, menos desigual e mais justo.

The possibilities of using geospatial technologies by the public sector are vast and can improve public management by providing data and technologies that allow many geographic applications. In the Brazilian Federal Government, the use of geospatial technologies is unknown, nor is it known the main applications and public and private actors involved. Very little is also known about the relationship between the private sector and federal entities and how professionals working in the industry perceive the market. Therefore, this thesis proposes to analyze the geospatial technologies market in the Federal Government between the years 2011 and 2019 through i) public data of contracts signed between the Federal Government and private companies ii) questionnaires applied to federal and companies' employees. We seek to understand the market's dynamics over time, its degree of concentration and competition and how the mid-2010 political and economic crisis impacted it. The results show that 31 leading companies provide geospatial technologies to the Brazilian Federal Government and employ 2,263 people, distributed spatially in the South and Southeast Regions and the Federal District. Through the individual analysis of 600 contracts, we concluded that R$ 804,747,626.99 was negotiated with the Federal Government during the period. The lowest contract observed was R$ 274.00 and the highest R$ 112,991,465.57, with an average value of R$ 1,341,246.04. The contracts mainly involved Remote Sensing and Aerophotogrammetry (50%) and Geographic Information Systems (33%) solutions, applied primarily in the thematic areas of Oil & Gas (39%), Infrastructure (19%) and Natural Resources and Environment management (10%). Fototerra was the leading company, providing R$ 155,553,107.03 in products and services. The foremost acquiring institution was the Ministry of Mines and Energy, contracting R$ 410 million, of which Petrobrás acquired R$ 310 million. The Herfindahl - Hirschman Market Concentration Index (HHI) showed a value of 0.082, indicating non-concentration. There was a growing trend in the market until 2014. Still, we confirmed that the political-economic crisis caused negative impacts, implying an annual retraction of 21% in the volume contracted between 2014 and 2019. Geospatial technologies are essential resources for Geographic Science, and this work can contribute in an unprecedented way with a broader view on this market. This thesis also showed how different federal agencies use Geography's technological bases to fulfill their missions, improve social well-being, and contribute to a more developed, less unequal and fairer country.
