Esta Tese analisa o desemprego tendo como foco o regime brasileiro de bem-estar social. Como o título antevê, seu objetivo é investigar a forma pela qual os riscos do desemprego são distribuídos e socializados no Brasil. Para isso, a pesquisa se divide em três partes. Na Parte I, discuto a relação entre Estado e desemprego no capitalismo central e no Brasil, o que faço ao analisar a história da inscrição do desemprego na agenda pública e a elaboração das principais políticas de emprego. O Capítulo 1 debate, em linhas gerais, a socialização dos riscos do desemprego entre o final do século XIX e o início do século XXI, enquanto o Capítulo 2 analisa a evolução normativa e os principais indicadores de efetividade do segurodesemprego brasileiro. Em seguida, o Capítulo 3 aborda a elaboração e a implementação das políticas de intermediação de mão de obra e qualificação profissional no Brasil, com ênfase no seu papel para a formação do mercado de trabalho e o espaço atribuído ao desemprego na agenda estatal. Já a Parte II da Tese se dirige ao funcionamento do mercado de trabalho, levando em conta suas dinâmicas e as práticas de classificação que codificam posições nesse mercado. Para isso, o Capítulo 4 examina a forma como o conceito de desemprego é operacionalizado nas pesquisas domiciliares, discutindo as mudanças e continuidades com o passar do tempo e a fluidez das fronteiras entre o desemprego, a ocupação e a inatividade no Brasil. Por sua vez, o Capítulo 5 analisa a distribuição dos riscos do desemprego em um período mais recente, ao problematizar como as características dos indivíduos, a composição do mercado de trabalho e a esfera familiar se interseccionam na definição das oportunidades econômicas dos trabalhadores. Por fim, a Parte III se dirige à esfera familiar, com o objetivo de elucidar a socialização informal dos riscos do desemprego no Brasil, em um cenário marcado por insuficiências e desigualdades no acesso à proteção pública. Assim, no Capítulo 6, analiso um grande banco de dados composto por entrevistas qualitativas, a fim de criar classes lexicais que sintetizem os discursos sobre a família e o desemprego em regiões metropolitanas brasileiras. Os Capítulos 7 e 8 encerram a Tese e apresentam os resultados de uma pesquisa de campo desenvolvida em Salvador, capital do estado da Bahia, no ano de 2019. Essa pesquisa se baseou em entrevistas de indivíduos com perfis deliberadamente variados, a fim de investigar as experiências desiguais de desemprego e de proteção familiar em uma grande metrópole.

This Thesis analyzes unemployment having as focus the Brazilian social welfare regime. As the title suggests, its objective is to investigate the way in which the risks of unemployment are distributed and socialized in Brazil. For this, the research is divided into three parts. In Part I, I discuss the relationship between State and unemployment in central capitalism and in Brazil, which I do by examining the history of the inclusion of unemployment in the public agenda and the elaboration of the main employment policies. Chapter 1 debates, in general terms, the socialization of the unemployment risks between the end of the 19th century and the beginning of the 21st century, while Chapter 2 investigates regulatory developments and the main indicators of effectiveness of the Brazilian unemployment insurance. Then, Chapter 3 addresses the elaboration and implementation of labor intermediation and professional qualification policies in Brazil, in view of their role in shaping the labor market and the space assigned to unemployment in the state agenda. Part II of the Thesis, on the other hand, addresses the functioning of the labor market, considering its dynamics and the classification practices that codify positions in this market. To this end, Chapter 4 examines how the concept of unemployment is operationalized in household surveys, discussing changes and continuities over time and the fluidity of the boundaries between unemployment, occupation, and inactivity in Brazil. After, Chapter 5 analyzes the distribution of unemployment risks in a more recent period, by discussing how the characteristics of individuals, the composition of the labor market and the family sphere intersect in the definition of economic opportunities for workers. Finally, Part III addresses the family sphere, with the objective of elucidating the informal socialization of the unemployment risks in Brazil, in a scenario marked by insufficiency and inequality of access to public protection. Thus, in Chapter 6, I analyze a large database composed of qualitative interviews, with the aim of creating lexical classes that synthesize the discourses on family and unemployment in Brazilian metropolitan regions. Chapters 7 and 8 close the Thesis and present the results of a field research carried out in Salvador, capital of the state of Bahia, in 2019. This research was based on the interview of individuals with deliberately varied profiles, in order to investigate the unequal experiences of unemployment and family protection in a large metropolis.
