A pesquisa tem como objetivo analisar as percepções do empresário industrial brasileiro a respeito das estratégias de desenvolvimento executadas no país durante os governos federais do Partido dos Trabalhadores (PT). Para fazê-lo, toma como objeto o Instituto de Estudos para o Desenvolvimento Industrial (IEDI), principal think tank da indústria nacional. O trabalho consistiu em examinar, por meio de análise documental e realização de entrevistas com empresários, as avaliações proferidas pelos industriais do instituto a respeito das políticas econômica e industrial postas em prática pelo governo federal brasileiro durante as administrações de Luiz Inácio Lula da Silva (2003 - 2010) e de Dilma Rousseff (2011 - 2016). Com isso, pretendeu-se propor um enquadramento das avaliações dos empresários da grande indústria nacional a respeito dos governos do PT. Mais amplamente, buscou-se analisar os sentidos das avaliações desses empresários sobre o próprio desenvolvimento capitalista brasileiro no século XXI, marcado pela vinculação da economia nacional a cadeias globais de valor e pela desindustrialização. Os resultados apontam que: a) o IEDI elabora uma agenda de desenvolvimento industrializante que desvincula os interesses dos empresários industriais dos interesses do setor financeiro; b) tal agenda sofre, no período analisado, uma importante transformação ao abandonar pautas protecionistas; c) esses empresários manifestam uma insatisfação crescente com o custo do trabalho ao longo do governo Dilma, o que os impele a atuar como classe no momento do impeachment.

This research aims to analyze the perceptions of the contemporary Brazilian industrial entrepreneur on the development strategies implemented in this country during the Workers Party (PT) government. The research object is the Studies Institute for Industrial Development (IEDI), the most important Brazilian business think tank. The research is based on documental analysis and interviews with executives and examines the evaluations pronounced by the members of this institute on the economic and industrial policies implemented by the Brazilian federal government during the Luiz Inácio Lula da Silva (2003 - 2010) and Dilma Rousseff (2011 - 2016) administrations. Thereby, it proposes a framework of the Brazilian big industrialists' evaluations on the PT governments. In a broader sense, we sought to analyze the meanings of their evaluations on the 21st century Brazilian capitalist development itself, marked by the linking of the national economy to global value chains and deindustrialization. The results point out that: a) IEDI elaborates an industrializing national agenda that unlocks the industrial sector interests from the financial ones; b) during the analyzed period, such agenda undergoes an important alteration by abandoning a protectionist agenda; c) IEDI's entrepreneurs manifest a growing dissatisfaction with the cost of labor during Dilma Rousseff government that impels these agents to act as a class at the moment of her impeachment.
