A contribuição trazida por esta tese está no estudo do fenômeno brasileiro em que segmentos da população têm defendido maior rigor penal e soluções violentas como saída para a situação de desordem pública e para a sensação de medo e insegurança. A chamada "bancada da bala" se configura como um recorte social para o estudo, na medida em que exprime representações de parte significativa da população relacionadas aos discursos do medo e do controle do crime. Seu estudo permitiu um olhar mais depurado a respeito dos discursos punitivos que tentam alterar as leis, na intenção de torná-las mais severas e privilegiar a prisão. A pesquisa centrou-se no estudo de projetos de lei entre 1990 e 2018 e apontou que está havendo uma movimentação parlamentar geral na direção de tornar as leis mais rigorosas e punitivas desde a década de noventa. A "bancada da bala" foi o principal agrupamento que colaborou para a reorganização do movimento de recrudescimento penal a partir dos anos 2000. Assim, esta pesquisa, ao se debruçar sobre a análise do discurso desse grupo, identificou que sua principal argumentação está em torno da ineficiência do Estado em prover a segurança da população. O acesso ao direito individual à arma de fogo ocupa papel central nessa narrativa, porque permite a defesa de valores morais (em torno da família, da honra, da propriedade etc.), inclusive avaliados como superiores à legalidade e à abrangência do Estado de Direito. Há empenho do grupo em tentar ressignificar a arma, associando-a à defesa da vida. Seus esforços têm sido na direção de tentar adequar a Justiça Criminal a um modelo de justiça que opera no âmbito da vida privada

The contribution brought forth by this thesis lies in the study of a Brazilian phenomenon in which segments of the population advocate for stricter penalties and violent solutions as remedies for the state of public disorder and the feeling of fear and insecurity. Referred to as the "bullet caucus," this group represents a cross-section of society, embodying representations and worldviews intertwined with discourses of fear and crime control that resonate with a significant portion of the population. The study conducted provides a more nuanced examination of emerging punitive discourses aimed at altering laws with the intention of increasing their severity and favoring imprisonment. The research focused on the study of bills between 1990 and 2018 and has revealed a prevailing parliamentary movement toward the implementation of more stringent and punitive laws since the 1990s. The "bullet caucus" has played a pivotal role in reshaping the resurgence of penal policies since the 2000s. Consequently, this research, through its analysis of the group's discourse, identifies that their primary argument revolves around the inefficiency of the State in ensuring the security of the population. Firearms assume a central role within this narrative, as they enable the defense of moral values (around family, honor, property, etc.), even surpassing considerations of legality and the scope of the rule of law. The group is committed to redefining the perception of firearms, associating them with the defense of life. Their efforts strive to adapt Criminal Justice to a model of justice that operates within the scope of private life
