O intuito principal desta tese é analisar as trajetórias dos sujeitossociais que compuseram o primeiro e o segundo escalão da política cultural oficial brasileira em dois recortes temporais distintos. Para a análise do primeiro escalão da cultura foram investigadas as trajetórias dos ministros e secretários da Cultura, ocupantes do principal cargo de gestão da política cultural oficial na esfera federal, entre 1985 e 2019. Já para a investigação dos itinerários dos integrantes do segundo escalão da cultura, o enfoque temporal, compreendido entre 1995 e 2010, abrange os governos do presidente Fernando Henrique Cardoso (FHC) e os dois primeiros governos do também presidente Luiz Inácio Lula da Silva (Lula). Tal grupo é composto por todos os dirigentes do ministério que ocuparam postos máximos de direção nas secretarias e entidades vinculadas ao Minc. Nesse contexto, os três objetivos estabelecidos para a tese são: i) pensar sobre as formas pelas quais os agentes cujas trajetórias estão sendo analisadas se habilitam para ocuparem os seus cargos; ii) refletir sobre as relações estabelecidas entre a ocupação de espaços sociais diversos (acadêmico, político, empresarial, cultural e etc.) e as tomadas de posição perpetradas por esses agentes; e iii) construir um esboço inicial de análise sobre a criação e implementação efetiva das políticas culturais, com foco no estudo das políticas culturais desenvolvidas durante os governos FHC (1995-2002) e os dois primeiros governos Lula (2003-2010). A tese central que será debatida ao longo do trabalho é a de que a importância e o impacto do ministério da Cultura na formulação das políticas culturais brasileiras estão pautados na conjunção cruzada dos interesses, da voz, do capital de relações sociais e da legitimidade simbólica do ministro da Cultura no mundo dos produtores de cultura

The main purpose of this thesis is to analyze the trajectories of the agents that were responsible of constructing the cultural policies in Brazil in two distinct time periods, reflecting on the relationships established between their positions and occupation of different social spaces (academic, political, business, cultural, etc.). For the analysis of the first group, that is, the ministers and secretaries of culture, the trajectories of its occupants between 1985 and 2019 were investigated. As for the second group, the temporal focus between 1995 and 2010 covers the governments of presidents Fernando Henrique Cardoso (FHC) and Luis Inácio "Lula" da Silva (Lula). This group is composed of all the ministry leaders who have held positions in the secretariats and entities linked to Minc. The three objectives set for the thesis are: i) think about the ways in which the agents whose trajectories are being analyzed qualify for assuming their positions; ii) relate the positions taken with the positions occupied by such agents within the space of cultural production; iii) to construct an initial outline of analysis on the creation and effective implementation of cultural policies, focusing on the study of cultural policies developed during the FHC governments (1995-2002) and the first two Lula governments (2003- 2010). The central thesis that will be discussed throughout the paper is that the importance and impact of the Ministry of Culture in the formulation of Brazilian cultural policies are based on the cross-connection of the interests, voice, capital of social relations, and symbolic legitimacy of the Minister of Culture in the world of culture producers
