A presente pesquisa circunscreve-se ao estudo das elites político-administrativas à frente do Conselho Estadual de Educação de São Paulo, que permaneceram por mais tempo nos cargos deste órgão no período de 1995 a 2018, período marcado pela gestão de governadores oriundos de um mesmo grupo político, o PSDB, que se sucedem no governo do Estado por cinco mandatos consecutivos. O objetivo deste estudo foi construir uma morfologia dos conselheiros que são nomeados pelo governador do Estado e a ele diretamente subordinados. Trata-se de cargos comissionados e com funções essencialmente deliberativas (podendo homologar ou vetar decisões do secretário) e normativas (que lhes competem fixar diretrizes e normas para funcionamento de estabelecimentos de ensino, contratação de pessoal, elaboração do Plano Estadual de Educação, reorganizar e implementar reformas no sistema de ensino público, entre outras ações). A pesquisa partiu do estudo das trajetórias dos conselheiros que foram reconduzidos (em conformidade com seu regimento, em vigor desde 1971) por pelo menos três mandatos, o que significa que ocuparam cargos no CEE-SP por pelo menos sete anos. O levantamento dos dados concentrou-se em especial nos dados sobre sua formação escolar, acadêmica e suas carreiras profissionais publicados em seus currículos acadêmicos na plataforma Lattes, no LinkedIn e nos websites dos órgãos em que atuam, como o próprio CEE-SP. O cruzamento dos dados coletados e analisados apontam para a ampla circulação desses agentes nos setores público, privado e terceiro setor, bem como uma superfície social extensa, uma vez que acumulam posições em diversas instituições, seja ocupando cargos remunerados, seja ocupando posições em conselhos de ONGs, associações civis ou universidades, seja dirigindo instituições de ensino ou administrando empresas. A análise dos dados acumulados também permitiu compreender que certos elementos das trajetórias desses agentes explicam em boa parte a sua permanência no mesmo órgão por vários mandatos e por vários anos: a formação escolar e acadêmica em instituições de prestígio, os laços que se formam desde cedo na escola e na universidade, bem como a atuação em instituições em comum, incluindo a participação societária em empresas privadas ou em organizações não governamentais. São vínculos que extrapolam o tempo e as posições que ocupam no CEE-SP e que fortalecem e legitimam sua permanência nesta instituição.

This research is limited to the study of the political-administrative elites at the head of the State Education Council of São Paulo, who remained for longer in the positions of this body in the period from 1995 to 2018, a period marked by the management of governors from the same political group, the PSDB, which succeed each other in the state government for five consecutive terms. The objective of this study was to build a morphology of the councilors who are appointed by and directly subordinated to the governor of the State. These are commissioned positions with essentially deliberative functions (they may homologate or veto the secretary's decisions) and normative (they are responsible for establishing guidelines and norms for the operation of educational establishments, hiring personnel, preparing the State Education Plan, reorganizing and implementing reforms in the public education system, among other actions). The research was based on a study of the trajectories of the directors who were reappointed (in accordance with their regulations, in force since 1971) for at least three terms, which means that they have held positions in CEE-SP for at least seven years. The data collection focused in particular on data on their school and academic education and their professional careers published in their academic curricula on the Lattes platform, on LinkedIn and on the websites of the institutions in which they operate, such as CEE-SP itself. The data collected and analyzed reveal the wide circulation of these agents in the public, private and third sectors, as well as an extensive social surface, since they accumulate positions in several institutions, whether they hold paid positions, or occupy positions on councils of NGOs, civil associations or universities, or run educational institutions or manage companies. An analysis of the accumulated data has also made it possible to understand that certain elements of the trajectories of these agents largely explain their permanence in the same body for several terms and for several years: school and academic education in prestigious institutions, the ties that are formed early in school and university, as well as their work in common institutions, including corporate participation in private companies or non-governmental organizations. These bonds go beyond the time and positions they occupy in CEE-SP and strengthen and legitimize their permanence in this institution.
