As interações globais tiveram um crescimento exponencial nas últimas décadas e elas não se limitam ao campo econômico. Os fluxos são muito diversos e estão, em ritmo crescente, atingindo os mais variados setores da vida social: a economia, a política, a cultura, a tecnologia, a subjetividade, as mentalidades, os desejos etc. A sociedade global não é uma ficção. O processo de globalização reduz as fronteiras nacionais e expõe os Estados a uma crise profunda. Os Estados-nação já não têm o monopólio da soberania e nem são os únicos atores das relações internacionais. Uma variedade de outros atores operam no espaço global e, cada um a seu modo e em escala muito variada, exercem pressão sobre os governos nacionais, obrigando-os a compartilhar sua soberania. A política mundial, hoje, é policêntrica. As forças não-estatais mais poderosas que desafiam a hegemonia dos Estados são as corporações econômicas transnacionais. Mas elas não são as únicas. No cenário político internacional também participam as organizações da sociedade civil, especialmente as ONGs - internacionais e locais - e uma diversidade de redes e coalizões. Nos anos 90, as iniciativas civis transnacionais cresceram tanto quantitativa, quanto qualitativamente. Ao introduzirem temas tipicamente públicos na agenda política dos governos e da ONU e atuarem em defesa de causas humanitárias, meio ambiente, direitos humanos, desenvolvimento sustentável, cidadania, etc., elas estão construindo uma emergente sociedade civil global. Esta pesquisa investiga uma dessas experiências civis transnacionais. Trata-se de uma coalizão composta por cerca de 300 entidades civis de diversos países, criada em 1994, com o objetivo de monitorar o projeto dos Governos da Argentina, Bolívia, Brasil, Paraguai e Uruguai de construírem a Hidrovia Paraguai-Paraná. O propósito fundamental dessa tese é identificar as estratégias de ação e as oportunidades de poder inauguradas pelos ) atores civis ao longo da campanha da Hidrovia. Interessa averiguar se as iniciativas civis transnacionais podem incidir sobre os processos concomitantes à globalização, superando o "déficit" democrático, onde os Estados e os agentes do mercado tomam decisões sem a participação e o controle de amplos setores do planeta

The global interactions had an exponential growth in the last decades and they are not limited to the economic level. The flows are very different and present an increasingly rhythm, reaching the most assorted sectors of social life: economy, politics, culture, technology, subjectivity, mentalities, desires, etc. The global society is not a fiction. The globalization process reduces national borders and exposes the states to an enormous crisis. The state-nations do not possess the monopoly of sovereign and neither are the unique actors of the international relations. A variety of other actors act into the global spectrum and, each of them do that in their own way and a very varied scale persuade the national governments, forcing them to share their sovereign. The world politics, today, is polycentric. The most influential out-of-state powers which challenges the hegemony of the states is transnational economic corporations. But they are not alone. Civil society organizations also take part of the political scenary, in special the NGO's - international and national ones - and a diversity of nets and coalitions. In the 90's, the transnational civil attempts grew as quantitative as qualitatively. When they introduced typically public subjects in the political government and UN agenda, and when they proposed a defensive position to the humanitarian causes, environment, human rights, self-sustainable development, citizenship, etc., they are building an emerging global civil society. This research investigates one of these transnational experiences. It describes a coalition composed of about 300 civil entities from several countries, created in 1994, with the goal of monitoring the project of Argentina, Bolivia, Brazil, Paraguay and Uruguay governments of building the water-way named Paraguay-Parana. The fundamental proposal of this thesis is ti identify the strategies of action and the (To Be Continued) opportunities of power developed by the civil actors during the project campaign of the mentioned water-way. The interest in broaching such a theme is to verify if the transnational civil enterprises can fall upon the concomitant processes of globalization, overcoming the democratic deficit where the states and the market agents make decisions without the participation and the ample planet sectors
