Reconhecido como um dos criadores da Comissão Econômica para a América Latina e o Caribe (Cepal) e do estruturalismo latino-americano, o economista Celso Furtado também se tornou conhecido como o ideólogo do projeto nacional de desenvolvimento das décadas de 1950 e 1960 e, com a criação da Superintendência de Desenvolvimento do Nordeste (Sudene), se tornou conhecido como o demiurgo do Nordeste. A Sudene também investiu na estruturação e expansão da educação primária e no ensino técnico-profissional para elevar a produtividade da mão de obra demandada pelo parque industrial moderno que era instalado no Nordeste. Para a preparação da tese, foram pesquisados documentos institucionais da Sudene e jornais do período, e foram realizadas entrevistas com planejadores da autarquia regional.

During this period, Sudene also invested in the structuring and expansion of primary education and technical-professional education to increase the productivity of the workforce demanded by the modern industrial park that was installed in the Northeast. The thesis researched institutional documents from Sudene and newspapers from the period, and conducted interviews with planners from the regional authority.
