Este trabalho busca contribuir para os diálogos sobre a violência política. Proponho uma leitura da abordagem do novo terrorismo, forjada cientificamente durante a década de 1990 e significativamente atuante sobre as concepções contemporâneas vigentes acerca do chamado terrorismo global. Busco, nesse percurso, compreender o que justificou verdadeiramente o estabelecimento de uma cisão entre terrorismo tradicional e novo terrorismo, e como ela pode sustentar-se a despeito da inverificabilidade de transformações objetivas fundamentais. Argumento que a compreensão científica mobilizou elementos associados à constituição histórica do Outro racial e cultural e, assim, teve sucesso em aculturar sua violência, tornando-a mais letal e menos legível sob a ótica da racionalidade política instrumental, por meio de um movimento que a constitui, essencialmente, como reação ao avanço da modernidade impassível, à qual esses sujeitos são necessariamente alheios; isto é, uma violência que é produto direto de sua condição de heteronomia. Ao longo desse processo, proponho, mais amplamente, a desespecificação da violência "terrorista", contestando o modo pelo qual determinados atos de violência coletiva onticamente não-específicos (isto é, não distintos a priori de outras formas de ação política violenta) são epistemicamente convertidos e homogeneizados como uma forma excepcional e essencializada de violência ilegítima - o terrorismo. Defendo que, como categoria que carece de definição ontológica, seu caráter é essencialmente perfomativo e, como tal, impede qualquer mobilização consistente com propósitos analíticos ou descritivos.

This work seeks to contribute to the dialogues on political violence. I propose a reading of the new terrorism approach, scientifically forged throughout the 1990s and significantly active in current contemporary conceptions surrounding the so-called global terrorism. I aim, in this way, to understand what has effectively justified the deployment of a schism between traditional terrorism and new terrorism, and how it can sustain itself despite the unverifiability of fundamental objective transformations. I argue that the scientific understanding has mobilized elements associated to the historical constitution of the racial and cultural Other and, thus, has succeeded in acculturating its violence, making it more lethal and less legible under the optics of the instrumental political rationality, through a movement that makes of it, essentially, a reaction to the advance of an impassive modernity, to which these subjects are necessarily alien; that is; a violence that is the direct product of their condition of heteronomy. Throughout this path I propose, more amply, the de-specification of "terrorist" violence, contesting the way by which certain ontically non-specific acts of collective violence (that is, undistinguished a priori from other forms of violent political action) are epistemically converted and homogenized as an exceptional and essentialized form of illegitimate violence - the terrorism. I sustain that, as a category that lacks ontological definition, its character is essentially performative and, as such, it prevents any consistent mobilization with descriptive or analytical purposes.
