Esta tese analisa a criação do Ministério da Cultura (MinC), concebido em meio ao processo de redemocratização do Brasil, e acompanha o desenvolvimento institucional da pasta até o fim da gestão do ministro Gilberto Gil (1985-2008). Ela aponta que a intermitência do MinC está entrelaçada com a dinâmica política intrínseca ao processo de transição democrática do país e às regularidades e contradições inerentes à Nova República. O cerne, aqui, é relacionado às disputas entre os principais atores políticos, com interesses e estratégias adotadas para a consolidação de uma pasta autônoma, separada da pasta da Educação. Esta pesquisa recorreu a variadas fontes, por exemplo, livros, documentos oficiais - como leis, decretos, medidas provisórias, registros públicos e discursos -, além de pronunciamentos de intelectuais e artistas, palestras, reportagens de jornais e artigos de periódicos. Nesse sentido, destaca-se, também, a realização de entrevistas qualitativas. Ao problematizar as fragilidades institucionais da pasta e apontar seu caminho intermitente, este estudo procurou demonstrar, entre outros aspectos, que o MinC apresenta uma surpreendente capacidade de retorno.

This thesis analyzes the creation of the Ministry of Culture (MinC), conceived during Brazil's process of redemocratization, and follows the institutional development of the portfolio until the end of Minister Gilberto Gil's management (1985-2008). This study points out that the MinC's intermittence is intertwined with the political dynamics intrinsic to the country's democratic transition process and the regularities and contradictions inherent in the New Republic. The core, here, is related to the disputes between the main political actors, with interests and strategies adopted for the consolidation of an autonomous portfolio, separate from the Education portfolio. This research made use of a variety of sources, such as books, official documents - such as laws, decrees, provisional measures, public records and speeches -, as well as statements by intellectuals and artists, lectures, newspaper reports and articles from periodicals. In this sense, qualitative interviews were also carried out. By problematizing the institutional fragilities of the portfolio and pointing out its intermittent path, this study sought to demonstrate, among other aspects, that MinC presents a surprising capacity for feedback.
