O objetivo desta tese é analisar as relações de distribuição de recursos entre os entes federativos brasileiros, discutindo as proposições teóricas que a literatura da ciência política apresenta acerca da lógica que define a distribuição de transferências discricionárias do governo central para os municípios brasileiros, e propondo uma nova maneira de abordar o assunto. As principais contribuições deste trabalho foram mostrar que, examinando os dados disponíveis sobre transferências de convênios para os municípios, no período de 2002 a 2012: 1) não há indícios de que as transferências sejam majoritariamente direcionadas para um público específico de eleitores, sejam eles os core districts ou os swing districts; 2) as transferências de convênios foram sistematicamente distribuídas de modo a beneficiar majoritariamente os prefeitos do mesmo partido do presidente; 3) as regras de contrapartidas estabelecidas nas Leis de Diretrizes Orçamentárias afetam a forma como são distribuídos tais recursos; e 4) as transferências de convênios produziram um efeito de redução na desigualdade de recursos disponíveis para os municípios aplicarem em políticas públicas.

The purpose of this thesis is to discuss the relations of resource distribution among Brazilian federal entities, discussing the theoretical propositions that political science literature presents about the logic that defines the distribution of central government discretionary transfers to Brazilian municipalities, and proposing a new approach to the subject. The main contributions of this work were to show that, by examining the available data on transfer of agreements to municipalities, from 2002 to 2012 1) there is no evidence that transfers are mainly directed to a specific public of voters, the Core Districts or the Swing Districts; 2) the transfers were systematically distributed so as to benefit mostly the mayors of the same party as the president; 3) the counterpart rules set forth in the Budgetary Guidelines Laws affect how such resources are distributed; and 4) transfers of agreements produced a reduction effect on the inequality of resources available for municipalities to apply in public policies.
