A tese trata da mobilização política de base territorial realizada por parlamentares ou, simplesmente, da conexão territorial. O fenômeno é analisado pelo ângulo da representação política a partir de três escalas de análise: Câmara Municipal de São Paulo (CMSP), mandatos parlamentares e territórios da cidade. Somente pela interação entre as três escalas podemos compreender como essa conexão acontece em nível local, mas também nacionalmente: a partir da atuação de mandatos em territórios se estrutura o sistema político como um todo. A pesquisa foi realizada por meio de uma etnografia do legislativo municipal (Sessões Plenárias, Comissões e colégio de líderes) e das relações que dois vereadores (um centro-esquerda outro de centro-direita) construíram na cidade através de seus operadores políticos durante o período de uma legislatura (2017-2020). Os achados mostram que o fenômeno da conexão se dá por meio de uma cadeia de intermediários, que operam a partir da economia política de mandatos e envolve o imbricamento entre dinâmicas internas aos legislativos, interações com agências governamentais e a relação com indivíduos e grupos em territórios da cidade ao longo de todo o período de incumbência do parlamentar, não apenas no momento eleitoral. This dissertation deals with territorially-based political mobilization which is carried out by parliamentarians, in other words, the "territorial connection". The phenomenon is analyzed from the perspective of political representation on three different scales of analysis: São Paulo City Council (CMSP), the parliamentarian mandate and the city territories. Only through the interaction between these three scales we are able to understand how territorial connection occurs at the local level as well as the national one: the entire political system is structured upon the performance of mandates in their territories. Research was conducted as an ethnography of the municipal legislature (Plenary Sessions, Committee Meetings, and Party Leaders/Whip Assembly) and the relationships fostered by two different city councilors (a center-left and a center-right politician) through the workings of affiliated political operators during a period of one legislature (2017-2020). The findings demonstrate that territorial connection arises through chains of brokers that operates under a political economy of mandates and that it involves the intermingling between dynamics which are internal to the legislative institutions, interactions with government agencies, and the relationship between individuals and groups in the city territories all throughout the incumbency period, and not just during the electoral moment. Understanding the details regarding the operation of this connection is the main goal of this dissertation
