Este trabalho aborda o tema da limitação dos gastos de campanha como política regulatória. O principal mecanismo para regular gastos de campanha são tetos nominais, que são abordados e defendidos aqui através da análise do ciclo de política pública, da formação de agenda passando pela implementação e avaliação do mpacto dos tetos. Para entender melhor essa policy regulatória, estudamos cinco casos de intervenção estatal na condução do financiamento eleitoral - EUA, Reino Unido, Canadá, Chile e Brasil. O nosso principal foco é o caso brasileiro, com uma especial atenção para as minirreformas eleitorais de 2015 e 2017.

This thesis addresses the issue of campaign spending limits as a regulatory policy. The main mechanism for regulating campaign spending is nominal ceilings, which are addressed and defended here by analyzing the public policy cycle: agenda-setting, issuing the rules and assessing the impact of the ceilings. To better understand this regulatory policy, we studied five cases of state intervention in the conduction of electoral finance - the US, the UK, Canada, Chile, and Brazil. Our main focus is the Brazilian case, with special regards to the electoral mini-reforms of 2015 and 2017.
