O presente estudo analisa a política pública de atenção e enfrentamento à violência contra as mulheres na cidade de São Paulo a partir da experiência de trabalhadoras que atuam no cotidiano dos atendimentos de mulheres afetadas física, moral, psicológica e sexualmente pela violência de gênero. A pesquisa parte do diálogo entre os referenciais do campo teórico e político sobre violência e gênero e do campo das políticas públicas. Com base nos conceitos de Rota Crítica da Violência (SAGOT, 2000; 2007) e da literatura de Burocracia de Nível de Rua (LIPSKY, 2010; 2019), buscou-se compreender especificamente de que modo as práticas de atenção desenvolvidas pelas trabalhadoras que atuam no cotidiano do atendimento a mulheres afetadas pela violência de gênero interferem na política de enfrentamento à violência contra as mulheres. A parte empírica do estudo se baseia na análise de entrevistas realizadas com trabalhadoras de serviços de atenção a mulheres na cidade de São Paulo e na pesquisa documental de materiais institucionais.

This study analyzes the municipal public policy to fight gender-based violence against women in the city of São Paulo based on the experience of municipal agents who work in the daily care of women affected physically, morally, psychologically, and sexually by gender violence. The research builds a dialogue between two research fields: the theoretical and political references on gender violence and the public policy literature. Therefore, based on the concepts of the Critical Path of women in situations of violence (SAGOT, 2000: 2007) and Street Level Bureaucracy (LIPSKY, 2010; 2019) this master's dissertation aimed to understand specifically the impacts of care practices implemented by workers who carry out the daily care of women affected by violence in the city level. Those workers are responsible for the implementation of the policy to fight violence against women. In order to approach this problematic, the empirical section of the study comprises a content analysis based on interviews conducted with workers of care services in the city of São Paulo as well as on documents and institutional materials.
