Compreendendo a centralidade da implementação nos estudos contemporâneos de políticas públicas, esta dissertação analisa a implementação de políticas sociais por meio de atores não-estatais. Mais especificamente, almeja-se entender como acontece a interação entre atores vinculados a Organizações da Sociedade Civil (OSCs) e burocratas de médio escalão na implementação. Tal análise insere-se no debate sobre o aumento de organizações, com ou sem fins lucrativos, na provisão indireta de políticas públicas em diferentes países e a relevância de compreender os efeitos que tais atores têm no debate sobre discricionariedade na implementação. Para estudar tal questão, foi analisado o caso dos Centros de Acolhida Especiais (CAEs) para mulheres em situação de rua na cidade de São Paulo - município que tem um extenso e amplo histórico de provisão social indireta e uma série de regulações municipais que operacionalizam as interações socioestatais. Como lente teórica de análise, utiliza-se o conceito de lógicas institucionais para compreender o funcionamento interno das OSCs, combinando com a literatura de governanças multinível, a qual aponta como a implementação configura-se atualmente como um espaço ocupado por interações entre diferentes camadas da gestão pública, na qual interagem atores estatais e não estatais. Ainda, adota-se a perspectiva que esse espaço de governança é mutuamente constituído através das interações socioestatais. A metodologia de pesquisa utilizada é qualitativa, com um recorte de catorze entrevistas semiestruturadas realizadas com burocratas de médio escalão da Secretaria Municipal de Assistência Social de São Paulo, gerentes de CAEs Mulheres e representantes institucionais das OSCs. Também foram utilizados dados secundários extraídos e analisados a partir dos termos de colaboração de oito CAEs Mulheres em São Paulo e das normativas municipais que regulam as parcerias com as OSCs. Os resultados indicam que, aspectos formais e informais, permeiam a discricionariedade das organizações na implementação. Mais especificamente, observam-se variações no padrão de implementação em relação à prestação de contas, parcerias para manutenção do serviço de acolhimento, seleção e capacitação do quadro de recursos humanos, além da delimitação das regras de convivência aplicadas ao serviço de acolhimento para mulheres em situação de rua

Considering the centrality of implementation in contemporary public policy studies, this dissertation analyses the implementation of social policies through non-state actors. More specifically, the aim is to understand how the interaction between actors linked to Civil Society Organizations (CSOs) and mid-level bureaucrats takes place during implementation. This analysis is part of the debate about the increase of organizations, with or without profit, in the indirect provision of public policies in different countries and the relevance of understanding such actors' effects in the debate about discretion in implementation. To study this issue, this study analyses the case of the shelters for homeless women in the city of São Paulo, a municipality that has an extensive history of indirect social provision and a series of municipal regulations to operationalize the interactions between the state and the civil society. The theoretical framework used in this work is the concept of institutional logic, to understand the internal functioning of CSOs. This perspective was combined with the multilevel governance literature, which points out how the implementation is currently configured as a space occupied by interactions between different layers of public management, in which state and non-state actors interact. Furthermore, the research understands that this space of governance is mutually constituted through socio-state interactions. The research methodology used is qualitative, with a selection of fourteen semi-structured interviews carried out with medium-level bureaucrats from the Municipal Secretariat of Social Assistance in São Paulo, managers of Women CAEs and institutional representatives of CSOs. Secondary data extracted and analysed from the terms of collaboration of eight CAEs Women in São Paulo and the municipal regulations that regulate partnerships with CSOs were also used. The results indicate that, formal and informal aspects, permeate the discretion of the organizations in the implementation. More specifically, there are variations in the implementation pattern about accountability, partnerships for maintaining the shelter service, selection and training of human resources, in addition to the delimitation of coexistence rules applied to the shelter service for homeless women
