Este é um estudo sobre o Regime de Conhecimento norte-americano. Um Regime de Conhecimento é o conjunto de institutos politicamente orientados que desenvolvem e propagam ideias políticas, e buscam influenciar a agenda e a opinião pública. Regimes de Conhecimento também são nacionalmente orientados, ou seja, diferem de acordo com os incentivos do regime político e econômico. Nos Estados Unidos, os Think Tanks são a base do Regime de Conhecimento nacional, por isso nosso trabalho se concentra na análise desses institutos. De modo geral, estamos mais interessados em entender a relação entre os Think Tanks e a polarização político-ideológica entre conservadores e progressistas nos Estados Unidos da América. Em nosso trabalho, buscamos realizar três objetivos específicos: a) entender como os Think Tanks refletem o desenvolvimento dos movimentos progressista e conservador; b) entender quais as principais diferenças entre institutos conservadores e progressistas em termos de área e foco de atuação, e analisar esse processo no decorrer do século XX; e c) compreender como institutos conservadores e progressistas se diferenciam no que se refere às suas posições, propostas, e ideias sobre a América Latina no século XXI. Para nossa pesquisa, criamos um banco de dados próprio dos mais importantes Think Tanks norte-americanos a partir dos principais repositórios de Think Tanks disponíveis, a partir do qual foi feita análise quantitativa espacial e de correspondência, e análise qualitativa de conteúdo das declarações de missão e valores desses institutos. Foi realizada a Análise Qualitativa de Conteúdo dos materiais produzidos por Think Tanks conservadores e progressistas sobre a América Latina e o Brasil entre janeiro de 2016 e dezembro de 2020, período de eleição e administração do governo de Donald J. Trump nos Estados Unidos. Com este trabalho, esperamos contribuir para a compreensão do Regime de Conhecimento norte-americano tendo em vista o aspecto da polarização político-ideológica entre progressistas e conservadores, e como essas diferenças se refletem nas perspectivas sobre a política externa norte-americana para a América Latina no século XXI

This is a study about the American Knowledge Regime. Knowledge Regimes are the set of institutes that seek to develop and promote political ideas and influence the political agenda and public opinion; they are also nationally oriented, which means they differ according to the incentives of the economic and political regimes. In the United States, Think Tanks are the foundation of the country's Knowledge Regime, so our study focuses on these institutes. In this thesis, we are especially concerned with the political-ideological polarization among American Think Tanks. We seek to accomplish three main objectives in our work: a) to understand how the American Progressive and Conservative movements have developed on the basis of its Think Tanks; b) to understand the thematic and geographical differences between Conservative and Progressive institutes; and c) to understand how Conservative and Progressive institutes differ in terms of their positions, proposals, and ideas about the relationship between the United States and Latin America. For this research, we have created a database of the major American Think Tanks according to the Think Tanks repositories public available. Based on our database, we have developed a quantitative and qualitative content analysis of the mission statements of these institutes, and a geospatial analysis. We also developed a Qualitative Content Analysis of the materials of ideologically oriented Think Tanks during the 2016 election and the Donald J. Trump administration, from January 2016 to December 2020, about Latin America and Brazil. With this work, we hope to contribute to the understanding of the American Knowledge Regime in general, on the development of the Conservative and Progressive movements based on the Think Tanks aligned with these movements, and the differences between their conceptions of US foreign policy toward Latin America in the 21st Century
