Neste trabalho busco argumentar contra a visão entre economistas tradicionais de que a redução de desigualdades não é o que a ação pública deveria trabalhar, mas a pobreza. Para fazer isso, contrasto as abordagens de Rawls e Sen contra as teorias libertaristas e utilitaristas. Para Rawls, o bem-estar não pode ser visto somente em termos de renda e riqueza, mas também em termos de liberdades, direitos, oportunidades e respeito próprio. Estes são chamados de bens primários, estes são as coisas que a sociedade deve buscar igualizar, guiada por princípios de justiça que incluem igualdade e equidade. Amartya Sen inspirou-se na teoria de Rawls para construir a sua, mas propôs que em 'functionings'e capacidades como equalisandum. As capacidades básicas das pessoas representam suas liberdades fundamentais para levarem uma vida livre das moléstias que podem ser prevenidas pela ação pública, ou pelo acesso a serviços que ampliem suas escolhas básicas para ter uma vida completa. Então, as desigualdades fundamentais que a ação pública deve trabalhar não se restringem a renda, mas principalmente, em capacidades básicas relacionadas à nutriçao, saúde, educação, participação na comunidade, oportunidades de emprego, etc. A pobreza é a privaçao absoluta em termos destas e outras functionings e capacidades, mas a privação (ou pobreza) é relativa aos padrões sócio econômicos e recursos de uma sociedade específica, o que mostra que a pobreza é diferente, mas bastante relacionada a desigualdade. Razões morais e funcionais ligam a pobreza à desigualdade, numa forma que, quanto mais desigual é uma sociedade, mais difícil se torna erradicar a pobreza

In this paper I try to argue against the widespread view amongst mainstream economists that inequality reduction is not what public action should aim at, but poverty. In order to do that, I contrast Rawls´s and Sen´s approaches against utilitarian and libertarian theories. For Rawls, the welfare has to be seen not only in terms of income and wealth, but also in terms of liberties, freedoms, rights, opportunities and self-respect. These are called primary goods, that are the things society should aim at equalizing, guided by principles of justice that include equality and fairness. Amartya Sen drew on Rawls´ theory to come up with his, but proposed that instead of equalizing people's means of freedom, we should equalize their basic functionings and capabilities. People's basic capabilities represent their fundamental freedoms to lead a life free from the maladies that can be prevented by public action, or with access to services that enhance their basic choices to lead a full life. Then, the fundamental inequalities that public action should aim are not only in terms of income, but, mainly in terms of basic functionings related to nutrition, health, education, participation in the community, job opportunities, etc. Poverty is the absolute deprivation in terms of these and other functionings and capabilities, but deprivation (or poverty) is also relative to socio economic standards and resources in a particular society, which shows that poverty is different, but closely related to inequality. Moral as well as functional reasons link inequality to poverty, in a way that, the more inequality there is the more difficult it becomes to end poverty
