A presente tese analisa evidencias empíricas da atuação coordenada entre empresas cartelizadas e políticos para extração de recursos da política pública da expansão do metrô de São Paulo. A pesquisa encontrou elementos de conjunção entre dinâmicas reportadas em separado em investigações realizadas por autoridades estatais, indicando a existência de um esquema único destinado a gerar e distribuir recursos para o financiamento político. O mecanismo para a geração dos recursos é a subida de preços de contratos de compras públicas graças à cartelização das empresas que têm o Estado como cliente na provisão de infraestrutura e materiais operacionais para metrôs. O mecanismo para a distribuição destes recursos é o pagamento de propinas a burocratas do Estado e políticos. O funcionamento deste esquema lesa não só a implementação da política pública, em função dos custos de coordenação dos atores envolvidos, como também a livre concorrência e a competição democrática.

This thesis analyzes empirical evidence of the coordinated action between cartelized companies and politicians to extract public policy resources from the expansion of the São Paulo subway. The research found elements of a conjunction between dynamics reported separately in investigations by state authorities, indicating the existence of a single scheme to generate and distribute resources for political funding. The mechanism for the generation of funds is the increase in the price of public procurement contracts thanks to the cartelization of companies that have the state as their client in providing infrastructure and operational materials for subways. The mechanism for distributing these resources is the payment of bribes to state bureaucrats and politicians. The functioning of this scheme not only impairs the implementation of public policy - due to the coordination costs of the actors involved -, but also free market competition and democratic competition.
