Não obstante governos de coalizão sejam uma realidade empírica difundida em sistemas presidencialistas, pouco se sabe sobre as condições responsáveis por alicerçar o acordo entre os partidos da base governista quando a questão é a construção de uma agenda de políticas entre o presidente e os demais partidos que aceitam fazer parte do governo. Quais são os ganhos políticos que os partidos que aceitam a fazer parte do governo esperam ter e quais são os limites de concessão da sua agenda de políticas que o partido do presidente se mostra disposto a fazer? Como partidos aceitam governar juntos e concorrer às eleições separadamente? Essas são questões que esta tese busca responder. Mediante as análises da formação de coalizões no presidencialismo brasileiro, durante quatro mandatos presidenciais, chegamos à conclusão de que presidentes e partidos estão interessados em políticas para o eleitorado, mas que nesse cálculo e nas divisões esperadas, o presidente assegura para si o comando das políticas que ele acredita que podem lhe garantir o sucesso eleitoral.

Despite the coalition government maintains a widespread empirical reality in presidential systems, little is known about the conditions responsible for underpinning the agreement between the governing base parties when the question is the construction of a policy agenda between the president and the other parties. who agree to be part of the government. What are the winning politicians that the parties that accept to be part of the government expect to have and what are the limits of concession of their policy agenda that the president's party is willing to make? How do parties agree to govern together and run for elections separately? These are questions that this thesis seeks to answer. Through the analysis of the formation of coalitions in Brazilian presidentialism, during four presidential terms, we concluded that presidents and parties are interested in policies for the electorate, but that in this case, informed and in the expected expectations, the president ensures for himself the command of the policies that he believes can guarantee him electoral success.
