Esta pesquisa tenta contribuir com a proposição de uma forma alternativa para analisar a inserção e o uso de tecnologias da informação e comunicação (TICs) no Estado (em especial, sistemas de informação), olhando com uma "lupa" para dentro dos algoritmos, em uma parte denominada neste estudo como "regras de sistema". O objetivo é investigar como essas partes de algoritmos produzem efeitos, enquanto instrumentos de políticas públicas, sobre a implementação de políticas. Para isso, desenvolve-se um estudo de caso sobre a implantação do Sistema Integrado de Gestão de Relacionamento com o Cidadão (SIGRC), que exerce função de apoio ao modelo de atendimento ao cidadão vigente na Prefeitura do Município de São Paulo, desagregando a análise sobre a implantação e o sistema de informação de forma a encontrar as regras de sistema contidas no SIGRC. A introdução apresenta o problema de pesquisa, caracteriza o objeto de pesquisa e as escolhas metodológicas. O primeiro capítulo apresenta as lentes analíticas que foram consideradas para a análise, com destaque para os instrumentos de políticas públicas, a produção de legibilidade e a cadeia de implementação de políticas públicas, além de recuperar argumentos da literatura sobre tecnologia do setor público. O segundo capítulo recupera os marcos históricos mais relevantes para o estudo da implantação do SIGRC. O terceiro capítulo mostra as trajetórias de diversas frentes de trabalho durante o processo de implantação do SIGRC e organiza os atores envolvidos em grupos conforme suas características e ideias, explorando em detalhes - com base em análise de documentos e entrevistas - os desafios de coordenação entre atores públicos e privados para promover a implantação do novo sistema. O quarto capítulo centra o foco da análise nas regras de sistema do SIGRC e em seus respectivos efeitos produzidos sobre a implementação da política de zeladoria urbana, identificando efeitos importantes dessas regras sobre o nível e o tipo de acesso dos cidadãos aos serviços, sempre reforçando as escolhas dos atores implantadores sobre essas regras. Também se reforça a relevância de observar o que existe dentro dos sistemas de informação e aumentar o "zoom" das decisões automatizadas programadas nos algoritmos, quando o objetivo é entender se (e como) algoritmos e sistemas de informação produzem efeitos sobre a produção de políticas públicas. A conclusão arremata o argumento de que, ao mesmo tempo em que tentam produzir legibilidade, a maneira como os instrumentos foram construídos pode produzir opacidade e fronteiras de exclusão.

This research aims to contribute with the proposition of an alternative way to analyze the insertion and use of information and communication technologies (ICTs) in the State (in particular, information systems), looking with a "magnifying glass" into the algorithms, in a part referred to in this study as "system rules". The goal is to investigate how these parts of algorithms produce effects, as instruments of public policies, in the implementation of those policies. To this end, a case study was developed on the implementation of the Integrated Citizen Relationship Management System (SIGRC), which plays a role in supporting the citizen service model in the Municipality of São Paulo, disaggregating the analysis on the deployment and the information system in order to find the system rules contained in SIGRC. The introduction presents the research problem, characterizes the research object and the methodological choices. The first chapter presents the analytical lenses that were considered for the analysis, with emphasis on public policy instruments, the production of legibility and the chain of public policy implementation, in addition to recovering arguments from the literature on technology in the public sector. The second chapter retrieves the most relevant historical milestones for studying the implementation of the SIGRC. The third chapter shows the trajectories of different work fronts during the SIGRC implementation process and organizes the actors involved in groups according to their characteristics and ideas, exploring in detail - based on document analysis and interviews - the coordination challenges between actors public and private sectors to promote the implementation of the new system. The fourth chapter focuses the analysis focus on the SIGRC system rules, and their respective effects produced in the implementation of the janitorial policy, identifying important effects of these rules on the level and type of citizens' access to the policy, always reinforcing the choices of the citizens. implementing actors on these rules.
