A partir da segunda metade do século XX, a assim chamada Escola Inglesa das Relações Internacionais fora de extrema importância para os debates teóricos da disciplina das Relações Internacionais ao apresentar o conceito de sociedade internacional. Enquanto grande parte das teorias existentes, até então, enfatizavam o caráter anárquico das relações internacionais, impossibilitando construções sociais que pudessem se sobrepor ao individualismo dos Estados, a teoria da sociedade internacional tivera um papel central na interpretação da possibilidade de, na ausência de um Estado soberano mundial, uma sociedade de Estados pudesse se estabelecer regulando, de certa forma, suas relações e, consequentemente, mitigando o impacto de um sistema internacional (anárquico). Ao se contrapor aos estudos behavioristas e econômicos comuns ao campo disciplinar das Relações Internacionais nos Estados Unidos do pós-II Guerra Mundial, a Escola Inglesa buscou apresentar uma leitura mais histórica e sociológica dos fenômenos sociais internacionais. Esse diálogo, entretanto, entre a Sociologia e as Relações Internacionais, fora feito de modo superficial, ignorando as principais contribuições do desenvolvimento teórico realizado pela Sociologia até então. Não há, ao menos explicitamente, nenhuma relação clara entre a teoria da sociedade internacional e as mais diversas teorias da sociedade que caracterizam o debate sociológico. Partindo desta problemática, esta pesquisa tem por objetivo realizar uma interação profunda entre as Relações Internacionais e a Teoria Social com o objetivo de compreender como uma sociedade internacional é possível - em outras palavras, buscamos apresentar uma sociologia da sociedade internacional. Para a concretização deste objetivo, buscaremos realizar uma reconstrução da teoria da sociedade internacional - conforme apresentado por Habermas -, ou seja, identificar e compreender os elementos de uma racionalidade teórica-conceitual expostas na conceitualização original de sociedade internacional; decompor, primordialmente, mas também recompor, quando possível, este arcabouço teórico-analítico, buscando apresentar seus valores constitutivos, bem como as estruturas de poder inerentes a sua específica interpretação, com o objetivo de esgotar o seu potencial explicativo ainda inativo e expor suas relações de dominação. É, também, desvendar as premissas e as lógicas que estão ocultas e implícitas na formulação da teoria da sociedade internacional. É buscar compreender qual (ou quais) pensamento filosófico e qual (ou quais) teoria sociológica - ou teoria social -, que sustentam e possibilitam o significado posto neste conceito, muitas vezes não explícitos e, às vezes, inconscientes ou naturalizados. É demonstrar, racionalmente, quais são os alicerces do pensamento que levam a um particular entendimento de sociedade internacional. Ao identificar a predominância de uma interpretação particular de sociedade à sombra do conceito de sociedade internacional, a funcionalista, pretendemos indagar quais são as consequências oriundas do uso dessa tradição do pensamento social em detrimento de outras abordagens. Por fim, almejamos apresentar uma interpretação sobre a sociedade internacional pautada na tradição compreensiva-relacional da teoria social, principalmente a partir dos trabalhos de George Simmel, Max Weber e Norbert Elias.

From the second half of the twentieth century, the so-called English School of International Relations was of utmost importance for theoretical debates of the discipline, presented the concept of international society. While much of the existing theories had emphasized the anarchic character of international relations, making it impossible to think about social constructions that could overcome state's individualism, international society theory had played a central role in the interpretation of the possibility that in the absence of a world state, a society of states could establish itself and regulate, to a certain extent, their relations and, consequently, mitigate the impact of an (anarchic) international system. Contrary to the behavioral and economic studies common to the disciplinary field of International Relations in the United States after World War II, the English School sought to present a more historical and sociological reading of international social phenomena. This dialogue, however, between Sociology and International Relations had been done superficially, ignoring the main theoretical contributions carried out by Sociology. There is, at least not explicitly, any clear relation between the theory of international society and the many different theories of society that characterize the sociological debate. So, this research aims at a deep interaction between International Relations and Social Theory in order to understand how an international society is possible - in other words, we seek to present a sociology of international society. In order to achieve this goal, we will seek a reconstruction of international society theory - as presented by Habermas -, that is, to identify and understand the elements of a theoretical-conceptual rationality exposed in the original conceptualization of international society; to decompose, but also to reconstitute, when possible, this theoretical-analytical framework, seeking to present its constitutive values, as well as the power structures inherent in its specific interpretation, with the objective of exhausting its explanatory potential still inactive and exposing its relations of domination. It is also to uncover the premises and the logics that are hidden and implicit in the formulation of the theory of international society. To understand, also, which philosophical thought and which sociological theory - or social theory - that sustain and enable the meaning of this concept, often not explicit and sometimes unconscious or naturalized. To demonstrate, rationally, what are the foundations of thought that lead to a particular understanding of international society. In identifying the predominance of a particular interpretation of society in the shadow of the concept of international society, the functionalist, we want to inquire what are the consequences of using this tradition of social thought to the detriment of other approaches. Finally, we aim to present an interpretation on international society based on the comprehensive-relational tradition of social theory, mainly inspired by George Simmel, Max Weber and Norbert Elias.
