O objetivo da tese é compreender como as desigualdades digitais - entendidas como diferenças na forma como indivíduos acessam e usam a Internet - afetam outras desigualdades sociais e territoriais. Tendo o caso do Brasil como objeto de estudo, a pesquisa faz uso da série histórica de surveys disponíveis sobre o uso da Internet no país (2001-2019). Partindo de uma análise da trajetória das desigualdades digitais no Brasil ao longo das últimas duas décadas, o estudo encontra padrões de distribuição de recursos e oportunidades on-line no tempo, identificando uma estratificação do uso da Internet segundo fatores associados à pobreza e ao acúmulo de vulnerabilidades sociais. Na sequência, utiliza um painel longitudinal para identificar em que medida o uso da Internet afeta o bem-estar individual, encontrando maior resiliência em situações de crise econômica entre usuários pobres que passam a usar a rede. Finalmente, investiga dinâmicas espaciais das desigualdades digitais, em especial como o estágio de difusão das TIC em regiões metropolitanas do país afeta a relação entre o uso da Internet e os resultados econômicos dos seus moradores, como ter um emprego e estar fora da pobreza.

This thesis discusses how digital inequalities - defined as differences on how individuals access and use the Internet - affect other social and territorial inequalities. Focusing on the case of Brazil, the study makes use of the historical series of surveys on the use of the Internet available in the country (2001-2019). Based on the analysis of the trajectory of digital inequalities in Brazil over the last two decades, the study seeks patterns of distribution of online resources and opportunities over time, identifying a stratification of Internet use according to factors associated with poverty and cumulative social vulnerabilities. Subsequently, it turns to a longitudinal panel to identify the extent to which being online affects individual well-being, finding greater resilience in situations of economic crisis among impoverished users who start to use the Internet. Finally, it investigates spatial dynamics of digital inequalities, taking particular interest in how the stage of ICT diffusion in metropolitan regions of the country affects the relationship between Internet use and the economic results of its residents, such as having a job and being out of poverty.
