A lista de Internações por Condições Sensíveis à Atenção Primária (ICSAP) constitui-se de um indicador utilizado para avaliar indiretamente a acessibilidade e efetividade da Atenção Primária à Saúde (APS). Objetivo: Conhecer a relação entre o panorama das ICSAP no Município de Cotia e as formas de organização do sistema local de saúde. Método: Estudo ecológico, retrospectivo, de abordagem quantitativa, com o olhar da APS e da Teoria da Determinação Social do Processo Saúde-Doença. Os dados sobre as internações, do período de 2008 a 2012, segundo sexo e faixa etária, foram obtidos através do Departamento de Informática do Sistema Único de Saúde e a quantidade de equipes de Estratégia Saúde da Família (ESF) do Sistema de Informação da Atenção Básica. A análise dos dados quantitativos foi realizada através da estatística descritiva e para avaliar a significância estatística entre as ICSAP e as variáveis, ESF, faixa etária e sexo, foram aplicados a correlação de Pearson e os testes Anova e t de Student, com significância ao nível de 0,05. Resultados: No período, ocorreram 53.647 internações, com aumento em todos os anos, sendo que as principais causas foram gravidez, parto e puerpério; doenças do aparelho circulatório; lesões por envenenamento e algumas outras consequências de causas externas e doenças do aparelho digestivo. As internações gerais foram discretamente superiores no sexo feminino e predominaram na faixa etária de adultos. Ocorreram 7.753 ICSAP, que corresponderam a 16,61% das internações, desconsiderando os partos, e apresentaram aumento proporcional em praticamente todo o período, acompanhando as internações gerais. As principais causas de ICSAP foram: doenças cerebrovasculares; insuficiência cardíaca; hipertensão; infecção do rim e trato urinário; doenças pulmonares e diabetes mellitus. Essas internações foram discretamente superiores no sexo masculino, em praticamente todo o período, e a taxa de ICSAP foi maior nos extremos das idades. A Correlação de Pearson mostrou que houve relação diretamente proporcional entre a quantidade de ICSAP e as equipes de ESF. O teste Anova evidenciou relação estatisticamente significativa entre as ICSAP e os extremos das idades. O teste t de Student não evidenciou relação estatisticamente significativa entre ICSAP e sexo. Conclusões: As ICSAP apresentaram um resultado crescente, embora estivessem dentro dos parâmetros apresentados por outros estudos, e se diferenciaram na relação de proporcionalidade direta com a ESF. Esses achados apontaram para outros estudos que busquem relacionar a influência da implantação, organização e efetividade de aparatos, programas e protocolos do sistema local de saúde nos resultados das ICSAP. Ainda que sinalizem a gestores e pesquisadores as fragilidades de alguns serviços de saúde e as necessidades da população.

The list of hospitalizations for Ambulatory Care Sensitive Conditions (ACSC) is constituted by an index used to indirectly evaluate the accessibility and effectiveness of the Primary Health Care (PHC). Objective: To comprehend the relationship between the hospitalizations for ACSC scenery in the municipality of Cotia and the organizational forms of the local health system. Method: An ecologic, retrospective study with a quantitative approach, with the PHC and the Social Determination Theory of the Health-Disease Process view. The hospitalization data, from 2008 to 2012, by gender and age group, were obtained through the Informatics Department from the Unified Health System and the quantity of Family Health Strategy (FHS) teams from the Primary Care Information System. The quantitative data analysis was performed with descriptive statistics and to evaluate the statistical significance between the hospitalizations for ACSC and the variables, FHS, age group and gender, Persons correlation, ANOVA and Student t test were applied with 0,05 significance level. Results: In the period, there were 53,647 hospitalizations, with increase in all years, being the main causes: pregnancy, childcare and puerperium; circulatory diseases; poisoning lesions and some other external causes and digestive diseases. General hospitalizations were discretely superior in females and in adults. There were 7,753 hospitalizations for ACSC, corresponding to 16.61% of hospitalizations, not considering childbirths, and presented a proportional increase in almost all period, following the general hospitalizations. The main hospitalizations for ACSC causes were: cerebrovascular diseases; heart failure; hypertension; kidney and urinary tract infection; pulmonary diseases and diabetes mellitus. These hospitalizations were discretely superior in male during all this period and the hospitalizations for ACSC rate was superior in the age extremes. The Persons correlation showed direct proportional relationship between the quantity of hospitalizations for ACSC and the FHS teams. The ANOVA test found a statistical significant relationship between the hospitalizations for ACSC and age extremes. The Student t test found no statistical significant relationship between hospitalizations for ACSC and gender. Conclusions: The hospitalizations for ACSC presented a growing result although they were inside the presented parameters by other studies, and they were different in relation to direct proportionality with the FHS. These findings pointed to other studies to relate the influence of implantation, organization and effectiveness of apparatus, programs and protocols of the health local system in the hospitalization for ACSC results. Yet that signals to managers and researchers the weaknesses of some health services and the population needs.
