Essa tese investiga as contingências que conferem possibilidade de existência para as políticas públicas de saúde da mulher dos anos 2000, com destaque para os modos pelos quais esse sujeito a(s) mulher(es) - é conformado pelas políticas. Desse modo, os objetivos consistem em: descrever e analisar as políticas públicas de saúde voltadas às mulheres, seus princípios e os contextos sócio-históricos específicos onde se inscrevem; e identificar e compreender os modos como a mulher é caracterizada nas políticas públicas voltadas à saúde da mulher no Brasil. Foram analisadas a Política Nacional de Atenção Integral à Saúde da Mulher (PNAISM) e a Rede Cegonha, por meio do estudo de seus textos e das contingências políticas e históricas de ambas, com inspiração na perspectiva antropológica de análise de documentos e na abordagem genealógica da história. O estudo do contexto é realizado por meio de três eixos: movimentos sociais; institucionalidade estatal; e fomento à produção de conhecimento científico. Os resultados da pesquisa foram discutidos a partir da análise do processo de produção do sexo e do gênero; e do co-imbricamento entre Estado, movimentos sociais e mulher. O percurso analítico possibilitou concluir que as políticas de saúde da mulher dos anos 2000 mostram-se como planos nos quais se disputou as definições de mulher, os modelos de atenção à saúde e com forte tensionamento da relação entre movimentos sociais e Estado na arena dos direitos reprodutivos.

This thesis investigates the contingencies that give the possibility of existence to public health policies for women in the 2000s, highlighting the ways in which this subject the woman is shaped by the policies. Thus, the objectives consist of: describing and analyzing public health policies aimed at women, their principles and the specific sociohistorical contexts in which they apply; and identify and understand the ways in which women are characterized in public policies aimed at women's health in Brazil. The Política Nacional de Atenção Integral à Saúde da Mulher (PNAISM) and the Rede Cegonha were analyzed through the study of their texts and the political and historical contingencies of both, inspired by the anthropological perspective on documents and the genealogical approach of history. The study of the context is carried out through three axes: social movements; state institutionality; and incentive of the production of scientific knowledge. The research results were discussed based on the analysis of the sex and gender production process; and the co-imbrication between the State, social movements and women. The analytical path made it possible to conclude that women's health policies in the 2000s appear as levels in which the definitions of women, health care models were disputed, and with strong tension in the relationship between social movements and the State in the arena of reproductive rights.
