Essa tese teve o objetivo de construir uma análise crítica sobre o papel da política de Compensação Financeira (CF) em um mundo contemporâneo, particularmente pelas lentes do Brasil e as cadeias produtivas globalizadas, elucidando os seus limites e possibilidades para lidar com o ônus socioambiental que a exploração de petróleo, gás natural, de água para a geração de energia elétrica e de recursos minerais ocasiona. O desenvolvimento da análise da CF se constituiu a partir de duas linhas de fundamentação, uma empírica e a outra teórico filosófica, delineando, ao final, uma visão renovada sobre a CF coetânea. A fundamentação empírica ocorreu a partir de evidências ancoradas em dados qualitativos e quantitativos, possibilitando compreender as distintas formas de uso dessa receita e os seus efeitos na realidade dos municípios alvo de exploração de recursos naturais. A fundamentação teórico filosófica permitiu problematizar as bases epistemológicas que sustentam a CF nesse contexto. Os resultados apresentaram os principais diagnósticos e os possíveis prognósticos desse instrumento econômico de gestão ambiental, apontando alguns dos desafios para pensar o papel de uma política de compensação e a necessidade urgente de políticas de sustentabilidade socioambiental.

This thesis aims to build a critical analysis of the role of the Financial Compensation (CF) policy in the contemporary world, mainly through the lens of Brazil and globalized production chains, elucidating its limits and possibilities to deal with the socio-environmental burden that the exploration of oil, natural gas, water for the generation of electric energy and mineral resources causes. The development of the analysis of CF was based on two lines of reasoning, one empirical and the other theoretical-philosophical, outlining, in the end, a renewed view of current CF. The empirical foundation was based on evidence anchored in qualitative and quantitative data, making it possible to understand the different ways in which this revenue is used and its effects on the reality of the target municipalities for the exploitation of natural resources. Furthermore, the philosophical-theoretical foundation allowed us to problematize the epistemological bases that support the CF in this context. The results presented the primary diagnoses and possible predictions of this economic instrument of environmental management, pointing out some of the challenges to thinking about a compensation policy's role and the urgent need for socio-environmental sustainability policies.
