A responsabilidade da gestão de saúde pública, seguindo o pensamento habermasiano, trata da comunicação (indicadores de saúde) que se estabelece entre o jurídico (arcabouço legal sanitário) e o político (desenvolvimento da política pública de saúde), visando realizar o interesse público (garantir o Direito à Saúde). O resultado do agir responsável na gestão pública da saúde está representado pelos indicadores de saúde, elementos aferidores de eficiência e, portanto, elementos de prestação setorial e peculiar de contas. Nesse sentido, os indicadores de saúde constituem-se em instrumentos de responsabilização pela gestão da saúde pública.

The responsability of management of public health according to the habermasian thought deals with the communication (health indicators) that stands in between the Law (legal sanitary framework), and the political (development of the public health politic) aiming for the acomplishment of the public interest (garantee the Right to Health). The result of responsible acting in the management of health is represented by · the health indicators that are elements to check eficiency, and therefore elements of rendering sectorial and peculiar accounts. ln this sense, health indicators are instruments of responsability for the management of public health.
