A coleta e o destino final dos resíduos sólidos urbanos é uma atividade difícil de ser desenvolvida de forma tecnicamente adequada. Existem problemas que transcendem da alçada das municipalidades. A situação dos serviços existentes em 94 cidades nordestinas, com população superior a 20.000 habitantes, é precária. Há necessidade do aprimoremento de toda ordem de atividades e da obtenção de toda natureza de recursos. Os problemas sanitários dos resíduos sólidos se avolumem através do tempo. Uma agência de desenvolvimento regional pode atuar na formação de um modelo para organização dos sistemas de resíduos sólidos, executando as funções de administração de recursos financeiros, informações, pesquisas e normatização, além de exercer o controle do sistema e a avaliação do desempenho das unidades existentes.

Urban refuse collection and disposal is, by and large, difficult to organize in a technically sactisfatory way being beyond the capacity of the local anthorities. The situation of the existing facilities in 94 towns of the Northeast with a population of over 20.000 inhabitants is precarious. There is a need for a complete overhaul of the whole system of operation together with assurances of the appropriate resources. At the same time, the health problems related to solid waste disposal continue accumulate. A regional development agency may actuate in the development of a model for the organization of refuse disposal systems, executing the role of management of financial resources, information, research and standardization, as well as the control of the systems and the evaluation of the performance of the executive authorities.
