A abordagem sobre a elaboração de índices representativos da qualidade constitui recurso cada vez mais utilizado para o monitoramento ou comparação de uma ou mais situações, permitindo expressar de forma simplificada as condições avaliadas. Na área de meio ambiente, os resultados fornecidos pelos laboratórios de controle ambiental assumem um importante papel, proporcionando situações de julgamento e decisão por parte de quem utiliza esses resultados, pois o mérito dessas decisões pode ser influenciado pela qualidade desses resultados. Para tanto, objetivou-se propor um índice de qualidade aplicável a laboratórios de controle ambiental, avaliando a sua representatividade, a realidade do laboratório com base no seu histórico de qualidade e aplicabilidade do índice no acompanhamento de condições gerais de desempenho. A pesquisa, de caráter exploratório, foi constituída a partir da seleção de dez especialistas em laboratórios de controle ambiental, representantes dos setores público, privado e academia, entrevistados nas sucessivas etapas de proposição do índice. A primeira etapa constituiu entrevista aos especialistas com uso da técnica de Brainstorming que culminou com a seleção de vinte parâmetros de consulta. Nas etapas seguintes, seguiram-se os preceitos da técnica DELPHI para extrair e refinar os julgamentos do grupo, bem como, selecionar os parâmetros finais de avaliação do IQL, critérios de pontuação e as três faixas de enquadramento dos laboratórios (inadequada, em fase de adequação ou adequada). Foram realizados experimentos de aplicação do IQL em seis laboratórios de controle ambiental, também representantes dos setores público, privado e da academia, a razão de duas unidades por setor, dentre os quais se encontravam laboratórios acreditados pelo INMETRO, conforme a norma ISO IEC 17.025. A experiência na prática laboratorial revelou que o IQL poderá ser utilizado como ferramenta de apoio a pré-qualificação de laboratórios ambientais prestadores de serviços. Além disso, a pesquisa demonstrou que a aplicação do IQL nos laboratórios experimentados pode ter funcionado como incentivo à percepção do laboratório com relação ao seu status de qualidade. Os resultados também evidenciaram que os laboratórios que possuem uma organização técnica e administrativa mais adequada dispõem de um programa formal de garantia da qualidade. O Índice de Qualidade Laboratorial IQL foi proposto na condição de uma ferramenta de apoio ao segmento de laboratórios de controle ambiental, a fim de ser realizada de forma simplificada e em períodos menores. Com a vigência da Resolução SMA número 37 no Estado de São Paulo, acredita-se que o IQL também possa contribuir no processo de avaliação destes laboratórios, especialmente quando não houver unidades acreditadas pelo Instituto Nacional de Metrologia, Normalização e Qualidade Industrial - INMETRO, tendo em vista que a acreditação laboratorial tende a se tornar compulsória em diversas regiões.

The approach about the elaboration of representative indexes constitutes resource more and more used for the monitoring or comparison of one or more situations, allowing expressing in a simplified way the appraised conditions. In the environmental area, the results supplied by the laboratories of environmental control assume an important role, providing judgments situations and decision on the part of who uses of those results. The merit of those decisions can be influenced by the quality of results. This work proposes an index of applicable quality to enforcement laboratories, evaluating the reality of the them related to quality report and quality index in the accompaniment of the general conditions of acting. The research, of exploratory characteristics, was constituted starting from a ten specialists selection in laboratories of environmental control, from sections public's representatives, private and neutral (academy), interviewees in the successive stages of conception of the proposed index. The first stage constituted interview to the specialist with use of the Brainstorming technique that culminated with the selection of consultation parameters. In the following stages, was followed the precepts of the technique DELPHI to extract and to refine the judgements of the group and to select the final parameters of evaluation of IQL, punctuation criteria and the three strips of framing of the laboratories (inadequate, in adaptation phase or appropriate). Experiments of application of IQL were accomplished at six environmental laboratories, also the sections public's representatives, private and neutral (academy), in the reason of two person for each section, among which are laboratories believed by INMETRO, according to the ISO IEC 17025 standard. The experience in laboratorial practice revealed that IQL tends to be used as an instrument of accompaniment of general conditions of acting in environmental laboratories and not as source in obtaining of specific information for the execution of normative requirements. Besides, the research demonstrated that the application of the proposed tool suggests the probability of the monitoring to have worked as incentive to the perception of the laboratory with relationship to its quality status. The results also evidenced that laboratories with technical and administrative organization are related to the implantation of a regular quality program. Laboratorial Quality Index - IQL was proposed in the condition of a support tool to the segment of laboratories of environmental control, in order to take place in a simplified way and less distant periods on monitoring of these labs segment. In according to the validity of the Resolution SMA number 37 in the State of Sao Paulo, is believed that IQL also comes to contribute in the process of evaluation of these laboratories, especially when there is no laboratory accredited for that.
