Com a implantação dos instrumentos de gestão criados pela Política Nacional de Recursos Hídricos (PNRH) em 1997, surgiram muitos desafios, dentre eles o cumprimento dos objetivos que cada instrumento possui. Este trabalho analisa o impacto sobre o comportamento do usuário industrial causado pela implantação de um dos instrumentos de gestão da PNRH, a cobrança pelo uso da água. A metodologia utilizada foi a de estudo de caso nas Bacias Hidrográficas dos Rios Piracicaba, Capivari e Jundiaí (PCJ), onde a cobrança federal passou a vigorar no ano de 2006 e a estadual no ano de 2007. Como a implantação da cobrança é muito recente, a análise foi feita com base em pesquisa de campo realizada pelo projeto Perfil Típico do Usuário da Agua para Simulação do Potencial de Arrecadação da Cobrança Pelo Uso da .Água desenvolvida pela Escola Politécnica da Universidade de São Paulo, na qual foram aplicados questionário aos usuários nos anos de 2006 e 2007. A análise das respostas fornecidas pelos entrevistados permitiu verificar em que medida a cobrança pelo uso da água, neste curto período de aplicação nas bacias PCJ, atuou sobre o usuário industrial dessas bacias como indutora do uso racional dos recursos hídricos.

The implementation of water resources management instruments devised by the Water Resources National Policy (WRNP) in 1997 has faced many challenges, among them to meet the objectives pertained to each instrument. This work analyses the impact caused by the implementation of the water user billing on the industrial sector user's behavior. The Piracicaba, Capivari and Jundiaí River (PCJ) Watersheds were employed in this study. In those watersheds federal billing was started in 2006 and state billing in 2007. Since the implementation of water usage billing is very recent, our analysis was based on a field survey conducted through the Project titled Typical Water User Profile in a Simulation of Potential Income Derived From Water Usage Billing. Such Project was conducted by the Polytechnic School of Engineering at University of São Paulo. A questionnaire was submitted to water users during the years 2006 and 2007. Their answers were instrumental to analyze the degree of influence of the water usage billing as an inducer of the rational use of water resources on the industrial users in the PCJ watersheds.
