Este estudo tem como objetivo geral analisar as competências de enfermeiras Coordenadoras de Saúde, identificando os saberes, no momento de descentralização político-administrativa e do processo de construção do Sistema Único de Saúde (SUS) no Município de São Paulo. Utilizou-se a história oral privilegiando a trajetória profissional das enfermeiras, seguindo roteiro semi-estruturado. Também foram realizadas entrevistas com dois Subprefeitos e o Secretário Municipal da Saúde. Procedeu-se à análise qualitativa dos dados e os resultados indicaram: a Subprefeitura é uma nova instância no jogo de disputa de poder que alterou a correlação de forças no Município com a necessidade de pactuar acordos e manter condições para a governabilidade local; a responsabilidade da Secretaria Municipal da Saúde como gestora de saúde no Município e defensora do SUS e a Coordenadoria de Saúde como gestora local. Na perspectiva das entrevistadas, coordenar é articular, negociar e facilitar a execução das Políticas de Saúde e consideram como principais competências, em termos ideais, para a nova função: saber relacionar-se para tecer uma rede de compromissos sociais para a qualidade de vida, conhecer as Políticas de Saúde e a região, acreditar no SUS, valorizar o serviço público e ser democrática. No entanto, no exercício do cargo necessitam desenvolver a competência política, o compromisso social e uma prática crítico-reflexiva para o entendimento da dialética do trabalho. Vislumbram um novo espaço profissional que transcende os saberes técnico-científicos da enfermagem para uma ação política de saúde e assim, enveredam para a Saúde Pública.

This study has, as its general objective, an analysis of the competencies of Health Coordinator Nurses, so as thus to identify their knowledge, within a subjective perspective, at the moment of the politico-administrative decentralization and recommencement of the Unified HealthSystem (SUS) of São Paulo County. Oral history was used, with special emphasis on the professional career of the nurses, by mean of semi-structured; interviews were also held with two assistant mayors (i.e. the administrators responsible for the sub-divisions of Sao Paulo County) and the County Health Secretary. A Qualitative analysis of the data was undertaken and the results showed that the assistant mayors have become new players in the power-game which has altered the correlation of forces within the county, thus creating the need to enter into pacts so as to ensure the governability of the county; the responsibility of the County Health Secretary (CHS), as the county health administrator and defender of SUS and the Health Coordinator's office as the local health administrator. From the point of the of view of the nurses interviewed, to coordinate is to articulate, to negotiate, is to favor the execution of Health Policies and the important competencies, in ideal terms, for this new function were considered to be: the knowledge of how to create relationships so as to weave a network of social obligations for the quality of life, knowledge of Health Policies as also of the region, belief in the SUS; recognition of the value of public service, democratic behavior. However, for the exercise of this new function need to develop of the political competence, social involvement and of critical and reflective practice for the better understanding of the dialect of their work. They should descry a new professional field which transcends the technical and scientific knowledge of nursing to include and understanding of the political implication of health to lead them into a fuller vision of Public Health.
