Esse trabalho teve como objetivo analisar a influência do Fundo de Financiamento Estudantil (Fies) nas matrículas de algumas IES do município de Ribeirão Preto entre os anos de 2010 e 2018 à luz das alterações feitas no programa a partir de 2010, bem como analisar o programa "UNIESP paga", criado por uma mantenedora privada que prometia pagar a amortização do Fies dos alunos optantes. Essas mudanças consistiram principalmente na redução da taxa de juros (3,4% ao ano), possibilidade de acesso ao Fies de estudantes com renda bruta familiar de até 20 salários mínimos, ampliação do tempo de carência para 18 meses entre o fim da graduação e o início da amortização, além de o aluno não precisar mais de fiador para ter acesso ao Fies. O número de financiamentos concedidos, os valores de repasses e recompra no município de Ribeirão Preto foram obtidos através dos microdados disponibilizados na página do Fundo Nacional de Desenvolvimento da Educação (FNDE). O número de contratantes do Fies em Ribeirão Preto cresceu cerca de 3565% entre os anos de 2010 e 2014. Aproveitando-se dessas mudanças, a UNIESP, mantenedora da Faculdade de Ribeirão Preto (AFARP) e de outras instituições de ensino superior, criou o programa "UNIESP paga", que prometia pagar a amortização do Fies dos alunos cadastrados por esse programa ao término da graduação. Constatou-se que o número de aluno na Faculdade de Ribeirão Preto evoluiu de somente um aluno com Fies, em 2010, para 2211 alunos no segundo semestre de 2014. Para a análise, além disso, foram discutidos também três processos judiciais contra à AFARP e relacionados ao programa "UNIESP paga". Ressalta-se que esse programa apresentava cláusulas que não eram apresentadas de forma clara aos alunos, e, quando não cumpridas, desligavam os alunos do programa sem aviso prévio. Contudo, eles só eram informados somente ao fim da graduação que não tinham cumprido as obrigações e que teriam que arcar com as parcelas do Fies. Ademais, nos processos é apresentada a informação de que a IES cobrava maiores valores de mensalidade de alunos com Fies frente àqueles que não se valiam do Fies, ampliando seus lucros em cima dos repasses do Fies e aumentando o ônus dos estudantes que aderiam ao programa federal. Conclui-se, finalmente, que as mudanças vistas no Fies nos primeiros anos de 2010 tenderam a estimular a expansão de instituições educacionais de cunho meramente mercantil.

This work aimed to analyze the influence of the Fies on the enrollment of some HEIs in the city of Ribeirão Preto between the years 2010 and 2018 in the light of the changes made to the program since 2010, as well as to analyze the program "UNIESP paga", created by a private sponsor that promised to pay the Fies amortization of the opting students. These changes consisted mainly of lower interest rates (3.4% per year), the possibility of accessing Fies for students with a family gross income of up to 20 minimum wages, extending to 18 months between the end of graduation and the beginning of amortization, and the student no longer needs a guarantor to access Fies. The number of financing granted, the amounts of tranfer values and repurchases in the municipality of Ribeirão Preto were obtained through the microdata available on the page of the Fundo Nacional de Desenvolvimento da Educação (FNDE). The number of Fies users in Ribeirão Preto grew by 3565% between the years 2010 and 2014. Taking advantage of these changes, UNIESP, which maintains the Faculty of Ribeirão Preto (AFARP) and other higher education institutions, created the "UNIESP paga" program, which promised to pay the Fies amortization of students registered for this program at the end of graduation. It was found that the number of students at the Faculty of Ribeirão Preto evolved from just one student with Fies, in 2010, to 2211 students in the second semester of 2014. For analysis, in addition, three lawsuits against AFARP and related to the "UNIESP paga" program. It is noteworthy that this program had clauses that were not clearly presented to students, and, when not fulfilled, disconnected students from the program without prior notice. However, they were only informed at the end of their graduation that they had not fulfilled their obligations and that they would have to pay the Fies installments. Furthermore, in the processes, information is presented that the IES charged higher monthly fees from students with Fies compared to those who did not use Fies, increasing their profits on top of Fies transfers and increasing the burden of students who adhered to the federal program. Finally, it is concluded that the changes seen in Fies in the first years of 2010 tended to stimulate the expansion of educational institutions of a purely commercial nature.
