This study aims to characterize and understand the implementation of the Program of the Integration between the Professional Education and the High School in the Youth and Adult Education modality (PROEJA) and its materialization in a campus of the IFSP - Federal Institute of Education, Science and Technology of São Paulo, emphasizing the aspects related to the democratization of education; Right to education; public policies for access and permanence. The temporal delimitation of the research comprises the period that begins in 2006 and ends in 2019. For the development of this study, a documentary research was carried out, as well as surveys and enrollments, permanence, dropout and, consequently, evasion data analysis in PROEJA on an IFSP campus. After the Ethics Committees of the University of São Paulo and the Federal Institute of Education, Science and Technology of São Paulo - IFSP, the co-participant institution approval, it was possible to conduct semi-structured interviews directed to education professionals, including educational managers, teachers and Administrative Technicians in Education and PROEJA students, in addition to the application of questionnaires to teachers. These data have contributed with relevant elements to the production of scientific knowledge. As research results it was found that the course has high rates of failure and, consequently, dropout. It reiterates the results of other research and official surveys of the federal government. There is dissonance between the course proposal and the living conditions declared by the students. This finding remains as a challenge to the IFSP in order to promote social inclusion as a Human Right to Education for PROEJA students.
