A presente dissertação teve por objetivo analisar as orientações e por conseguinte, a concepção de gestão escolar trazida aos diretores pela Secretaria da Educação do Estado de São Paulo. Para tanto almejou conhecer a última formação de diretores promovida pelo governo do estado de São Paulo, tendo como hipótese que o programa auxilia a compreensão das orientações e, por conseguinte, da concepção de gestão escolar. O estado de São Paulo foi escolhido por ter histórico de investimento no campo da gestão escolar em uma perspectiva gerencial, como forma de qualificar a educação básica. Nesse histórico, estão as reformas educacionais ocorridas a partir de 1995 (ADRIÃO, 2006; PRADO, 2012; RUSSO, 2012) sob o governo Mário Covas (1995-1998/1999-2001), também em 2007 no governo José Serra, (2007-2010), com ações que tiveram continuidade no governo de Geraldo Alckmin (2011-2015/ 2015-2018). Estudos (FREITAS, 2012; KLEBIS, 2010; PRADO, 2012;) sinalizam que na última década, tais reformas acabaram por conferir à administração escolar, bem como aos programas de formação de diretores, características semelhantes a da administração gerencial. Cabe dizer que o estudo dialoga com pesquisa coletiva, desenvolvida pelo Grupo de Estudos e Pesquisas em Política Educacional-GREPPE, intitulada "Mapeamento das Estratégias de Privatização da Educação Básica no Brasil (2005-2015)" - financiada pelo Conselho Nacional de Desenvolvimento Científico e Tecnológico - CNPq- que se propôs a mapear e discutir estratégias de privatização da Educação Básica no Brasil no período supracitado. Foi utilizado como método a investigação bibliográfica documental, tendo como fonte primária os documentos oficiais e de circulação publicados no endereço eletrônico da Secretaria da Educação do estado de São Paulo, referentes a formação de diretores e como fonte secundária artigos, dissertações de mestrado e teses de doutorado que dialogam- em perspectiva de concordância ou não- com tais documentos. Também foi empregada como recurso metodológico a análise de conteúdo, no que se refere aos documentos do curso "Melhor Gestão, Melhor Ensino-Curso 2".

The purpose of this dissertation was to analyze the orientations and, consequently, the concept of school management brought to the directors by the Education Department of the State of São Paulo. In order to do so, it was hoped to know the last formation of directors promoted by the government of the state of São Paulo, with the hypothesis that the program helps the understanding of the guidelines and, consequently, the concept of school management. The state of São Paulo was chosen for having an investment history in the field of school management from a managerial perspective, as a way of qualifying basic education. In this history, there are the educational reforms that took place since 1995 (ADRIÃO, 2006, PRADO, 2012, RUSSO, 2012) under the government of Mario Covas (1995-1998 / 1999-2001) -2010), with actions that had continuity in the government of Geraldo Alckmin (2011-2015 / 2015-2018). Studies show that in the last decade, such reforms have given the school administration, as well as the training programs of directors, similar characteristics to that of managerial management. It is worth mentioning that the study is a dialogue with a collective research, developed by the Group of Studies and Research in Educational Policy (GREPPE) entitled "Mapping Strategies for Privatization of Basic Education in Brazil (2005-2015)" - funded by the National Council for Scientific Development and Technological - CNPq - that proposed to map and discuss strategies of privatization of Basic Education in Brazil in the aforementioned period. Documentary bibliographic research was used as a method, having as its primary source the official and circulation documents published in the electronic address of the Education Department of the state of São Paulo, regarding the training of directors and as a secondary source articles, master dissertations and theses of doctorate that dialogues - in perspective of agreement or not - with such documents. The content analysis was also used as a methodological resource for the documents of the "Melhor Gestão, Melhor Ensino-Curso 2".
