A presente tese versa sobre a proposta e o processo de construção do Espaço Latino-americano e Caribenho de Educação Superior (ENLACES), cujo ponto de partida aconteceu com o lançamento do Espaço na II Conferência Regional de Educação Superior para a América Latina e o Caribe, que ocorreu em junho de 2008, em Cartagena das Índias, Colômbia, visando promover a convergência e a integração acadêmica da região. Nesse sentido, esta pesquisa teve como objetivo analisar quais são os entraves e avanços no processo de construção do ENLACES. Para esse desenvolvimento, recorreu-se ao enfoque do novo regionalismo de Björn Hettne e Fredrik Söderbaum, bem como às contribuições da perspectiva da Economia Política Cultural e Crítica da Educação (CCPEE) de Susan Robertson e Roger Dale; e, para a exploração dos dados, utilizou-se a técnica de análise de conteúdo. A primeira etapa da pesquisa consistiu em explicitar o cenário de busca pela integração latino-americana com o foco em iniciativas de integração da educação superior na região; além disso, descreveu o processo de construção e tentativa de institucionalização do ENLACES, com base nos documentos do referido Espaço e naqueles a ele associados. Num segundo momento, a pesquisa constituiu-se do trabalho de campo com a participação em um evento denominado Camino a Fiesa 2020, ocorrido em Mar del Plata, Argentina, em setembro de 2019, em que se discutiu sobre o ENLACES e da realização de entrevistas com pessoas envolvidas no processo de construção do ENLACES. Para fins desta pesquisa, dividiu-se o processo de desenvolvimento desse Espaço em duas fases, sendo a primeira de 2008 a 2013, em que houve poucos avanços e um desenvolvimento quase estagnado. Já a segunda fase, considerada de 2014 em diante, apresenta alguns passos no desenvolvimento, apontados como passos tímidos. Essa fase também possui alguns aspectos que a distinguem da primeira, uma vez que a partir de 2014 houve um movimento dos atores da educação superior para dar seguimento ao ENLACES, ganhando uma característica de Espaço autoconvocado. Foi no início dessa fase igualmente que foram lançados os documentos fundacionais do ENLACES. Constatou-se que o processo de construção desse Espaço apresenta mais entraves do que avanços, apesar de haver passado quase uma década e meia desde o seu lançamento. Aspectos de diferentes ordens, como conflitos internos, falta de financiamento, disputa de poder, entre outros, estão relacionados à dificuldade de desenvolvimento desse Espaço. Não obstante, o ENLACES conta com uma representação de 16 países da região latinoamericana e caribenha, através de associações, conselhos e universidades e do sistema universitário cubano (Ministério de Educação Superior). Discutiu-se a potencialidade do ENLACES como um dos agentes no processo de regionalidade da América Latina e do Caribe, e verificou-se que sua constituição se apresenta como um possível caminho para o fortalecimento da identidade regional e integração acadêmica. No entanto, isso estaria vinculado a uma futura consolidação do Espaço.

The current thesis discusses the proposal and the construction process of the Latin American and Caribbean Space for Higher Education (ENLACES), which point of origin was the launch of the Space at the II Regional Conference of Higher Education for Latin America and the Caribbean, which was held in June 2008, in Cartagena de Indias, Colombia, with the objective of promoting the academic convergence and integration in the region. In this sense, the aim of this research was to analyze what are the obstacles and advances in the process of building ENLACES. For this elaboration, the new regionalism approach of Björn Hettne and Fredrik Söderbaum was used, as well as contributions from the Critical Cultural Political Economy of Education (CCPEE) perspective of Susan Robertson and Roger Dale; and, for the exploration of the data, the method of content analysis was used. The first phase of research consisted in specifying the setting of the pursuit for Latin American integration with the focus on initiatives of integration of higher education in the region; in addition, it described the process of building and attempting to institutionalize ENLACES, based on the documents of the above-mentioned Space and those associated with it. In the second phase, the research consisted of fieldwork with the participation in an event entitled Camino a Fiesa 2020, which was held in Mar del Plata, Argentina, in September 2019, where discussion was held regarding ENLACES and also of carrying out interviews with people involved in the building process of ENLACES. For the purposes of this research, the development process of this Space was divided into two phases, the first being from 2008 to 2013, when little advancement was accomplished and the development was almost stagnant. The second phase, considered from 2014 onward, presents some steps toward development, identified as a timid pace. This phase also has some aspects that distinguish it from the first, since from 2014 onward there was a movement of higher education actors to continue ENLACES, gaining a characteristic of self-organized Space. It was also at the beginning of this phase that the founding documents of ENLACES were launched. It was found that the building process of this Space presents more obstacles than advancement, despite the fact that almost a decade and a half has passed since its launch. Aspects of different orders, such as internal conflicts, lack of financing, power dispute, among others, are related to the difficulty of developing this Space. However, ENLACES counts on a representation from 16 countries from the Latin American and Caribbean region, through associations, councils and universities and the Cuban university system (Ministry of Higher Education). The potential of ENLACES was discussed as one of the agents in the process of regionality in Latin America and the Caribbean, and it was verified that its formation presents itself as a possible way to strengthen regional identity and academic integration. However, this would be linked to a future consolidation of the Space.
