O objeto da pesquisa são os Centros de Educação em Direitos Humanos (CEDH), criados em 2013 como parte do conjunto de projetos interdependentes sob a responsabilidade da então Coordenação de Educação em Direitos Humanos, inserida no âmbito da Secretaria Municipal de Direitos Humanos e Cidadania de São Paulo (SMDHC). A gestão municipal vigente entre 2013 e 2016 concebeu um projeto político de governança para a capital paulista centrado no direito à cidade, cuja perspectiva incluiu uma política de educação em direitos humanos destinada à educação básica. Pautando-se pelo Plano Nacional de Educação em Direitos Humanos, os CEDHs se constituíram a partir tanto da cooperação entre as esferas federal e municipal, quanto da parceria com organizações da sociedade civil (Associação Cidade Escola Aprendiz e Instituto Vladimir Herzog). Implantados em quatro unidades dos Centros Educacionais Unificados (CEUs), os CEDHs manifestaram cada um características próprias relacionadas com a realidade dos territórios correspondentes. O objetivo central da pesquisa residiu em verificar em que medida o entendimento das pessoas que participaram das atividades do Centro de Educação em Direitos Humanos Norte (CEDH Norte), localizado no CEU Jardim Paulistano (Zona Norte), se alterou em relação ao respeito aos direitos humanos, focalizando a hipótese de que a concepção delas passou a incorporar informações e interpretações de pouca circulação nos meios de comunicação de massa. O processo de pesquisa reuniu um conjunto documental composto pelos relatos coletados por meio de entrevistas e conversações e por documentos institucionais. Os resultados revelam que os interlocutores acreditam na alteração de entendimento individual e coletivo e em mudanças de outras naturezas, confirmando a hipótese inicial. No entanto, também identificamos indícios na direção oposta, que se referem à ausência de alteração. Em que pese o fato do projeto ter perdido prioridade para o governo municipal seguinte, os resultados permitem afirmar que os CEDHs consistiram numa experiência que, em termos de essência, concepção e práticas, contribuiu com a promoção de uma cultura de direitos humanos.

This research focuses the Human Rights Education Centers (CEDHs), public facilities created in 2013 as one of several interdependent projects deployed under the responsibility of the former Human Rights Education Coordination, within the scope of the City Human Rights and Citizenship Secretary (SMDHC) of São Paulo, SP, Brazil. The policies conceived by the municipal administration in charge between 2013 and 2016 were centered on the right to the city, in a perspective that included human rights education actions aimed at basic education. Based on the Brazilian National Plan for Education in Human Rights, the CEDHs were formed thanks to cooperation between federal and municipal spheres, as well as partnership with civil society organizations (Associação Cidade Escola Aprendiz and Instituto Vladimir Herzog). The centers were implemented in four units of the Unified Educational Centers (CEUs) belonging to the municipal schooling system, and each manifested its own characteristics in rapport to the reality of the corresponding territories. The goal of the research was to verify to what extent the understanding of the people who participated in the activities of the Northern Human Rights Education Center (CEDH Norte, in portuguese), located in the CEU Jardim Paulistano (northern region of São Paulo), changed in relation to respect for human rights, examining the hypothesis that their conception came to embody information and interpretations of little circulation in the mass media. The study gathered a documentary corpus composed of interviews, informal conversations, and institutional documents. The results reveal that the interlocutors believe in the alteration of individual and collective understanding, and in changes of other natures, confirming the initial hypothesis. However, we also identified signs in the opposite direction, which refer to the absence of change. Despite the fact that the project lost priority during the following administration, the results allow us to affirm that the CEDHs consisted of an experience that, in terms of essence, design and practices, contributed to the promotion of a culture of human rights.
