Crianças pequenas e bem pequenas são por vezes excluídas dos processos democráticos nas políticas públicas de e para a participação política, o que motivou o estudo apresentado aqui, sobre o Conselho Mirim, implementado nas creches e escolas do município de Santo André (SP). A ampliação dos direitos das crianças efetivada pelos documentos nacionais e internacionais, presente nos estudos da Sociologia da Infância, e a concepção de democracia e gestão democrática são a fundamentação teórica da pesquisa, que teve como objetivo compreender como os Conselhos Mirins se constituíram e se tornaram uma política pública de participação política infantil. Trata-se de um estudo qualitativo, de resgate do processo histórico de ações e políticas de gestão municipal, relacionadas aos períodos 1989-1992, 1997-2008 e 2013-2016, composto por entrevistas com representantes da administração e análise documental do que foi divulgado ou publicado, com destaque para o terceiro mandato (2013- 2016), quando o Conselho Mirim se tornou lei municipal. Buscou-se compreender as concepções de infância, de gestão democrática e de participação política presentes nos três períodos, assim como trazer projetos nacionais e internacionais de inclusão das crianças na gestão de cidades, com destaque a Guimarães, em Portugal. Em Santo André (SP), constatouse que as ações de participação popular iniciadas no primeiro período deram início às ações que resultaram na participação política infantil e na construção do Conselho Mirim como uma política pública para a infância, a partir do reconhecimento das crianças como sujeitos sociais e de direitos.

Small and very young children are sometimes excluded from democratic processes in public policies from and to political participation, which motivated the study presented here, about the Child Council, implemented in day care centers and schools in the municipality of Santo André (SP). The expansion of children's rights carried out by national and international documents, present in the studies of the Sociology of Childhood, and the conception of democracy and democratic management are the theoretical foundation of the research, which aimed to understand how the Child Councils were constituted and became a public policy of children's political participation. This is a qualitative study, rescuing the historical process of actions and municipal management policies, related to the periods 1989-1992, 1997-2008 and 2013-2016, composed of interviews with representatives of the administration and documentary analysis of what was disclosed or published, with emphasis on the third term (2013-2016), when the Child Council became a municipal law. We sought to understand the conceptions of childhood, democratic management and political participation present in the three periods, as well as bringing national and international projects for the inclusion of children in the management of cities, with emphasis on Guimarães, in Portugal. In Santo André-SP, it was found that popular participation actions initiated in the first period started the actions that resulted in children's political participation and in the construction of the Child Council as a public policy for children, based on the recognition of children as social and rights subjects.
