A Secretaria da Educação de São Paulo vem passando, nos últimos anos, por processo de debate e mudanças em termos de políticas públicas que visam à formação integral dos estudantes. De forma a contribuir com a discussão, resgatamos os fundamentos teóricos do currículo, a história das políticas públicas educacionais nacionais, a concepção de Educação Integral posta na Base Nacional Comum Curricular (BNCC) e as matrizes de referência de avaliações externas de larga escala. A partir deste resgate, assentamos nossas análises nas habilidades prescritas na Matriz de Referência do Sistema de Avaliação de Rendimento do Estado de São Paulo (Saresp) para o 5º ano do Ensino Fundamental, de maneira a averiguar sua relação no desenvolvimento de habilidades práticas, cognitivas, sociais e emocionais, tão necessárias na perspectiva da Educação Integral almejada pela rede paulista. Nesse sentido, a pesquisa procurou sugerir caminhos que equilibrassem o abismo entre o que se ensina, o que é cobrado nas avaliações externas paulista e o efetivo desenvolvimento integral do estudante. Por fim, a pesquisa aponta para a necessidade de (re)elaboração da Matriz de Referência do Saresp, objetivando a adequação das matrizes de Língua Portuguesa e Matemática e a construção de matrizes para as áreas de Ciências da Natureza e Ciências Humanas, com a inserção de habilidades que contribuam para a formação integral dos estudantes, além do investimento em políticas públicas de formação continuada docente para a apropriação das diferentes modalidades organizativas do trabalho pedagógico.

In recent years, the São Paulo Education Department has undergone a process of debate and changes in terms of public policies aimed at the integral educational formation of students. In order to contribute with the discussion, there are being used the theoretical contents of the curriculum, the national public educational guidelines historic , the conception of the integral educational in the National base of curricular education (BNCC) and the reference matrix of external evaluations in large scale. Based on this report, it is established analyses in the prescribed skills on the Reference Matrix of the evaluation system performance in the State of São Paulo (Saresp) for the 5th year of Elementary School, in order to evaluate their relationship in the development of practical, cognitive, social and emotional skills, so necessary in the perspective of Integral Education sought by the network of Sao Paulo. In this sense, the research suggests ways to balance the gap between what is taught, what is required in the external evaluations for the units from Sao Paulo and the effective integral development of the student. Ultimately, the research indicate a need for a new elaboration of the Matrix of Reference from Saresp , aiming at the adequacy of Portuguese Language and Mathematics matrices and the construction of matrices for the areas of natural and human sciences, with an insertion in abilities to contribute towards an integral formation of the students, and investments in public policies of continued formation for teachers for the appropriation of the different organizational modalities of pedagogical work.
