Esta tese refere-se ao estudo das representações do magistério primário em um contexto de projetos de reforma educacional no Brasil, durante as décadas de 1950 a 1970, considerando o cenário de intensa circulação de saberes sobre a prática docente em um âmbito internacional. A investigação pautou-se na perspectiva dos estudos da história cultural da educação no Brasil, com foco nas abordagens da história das emoções e da circulação transnacional de ideias e políticas educacionais. O principal objetivo é lançar luz sobre um processo ainda pouco analisado historicamente: a geração de regimes emocionais para o magistério primário, por meio das propostas de formação inicial e do aperfeiçoamento em serviço, como parte do processo de racionalização do trabalho docente. Para isso, foram analisadas representações sobre o trabalho docente encontradas nas resoluções das Conferências Internacionais de Instrução Pública da Organização das Nações Unidas para a Educação, a Ciência e a Cultura (UNESCO) e o Bureau Internacional de Educação (BIE). Como forma de contemplar parte da produção científica do campo educacional, foram estudados os artigos da Revista Brasileira de Estudos Pedagógicos (RBEP) e as publicações dos Centros Regionais de Pesquisas Educacionais (CRPEs). O período considerado para o estudo compreende o acordo de cooperação entre a UNESCO e o BIE, que previa a participação das duas instituições para a chamada das Conferências de Instrução Pública. O contexto do pós-guerra ao qual corresponde esta pesquisa é potencial para a análise das representações do trabalho docente, pois trata-se de um momento de reconstrução do projeto educativo e, portanto, de reformulação da representação da identidade das professoras. O período também corresponde a um marco na consolidação da pesquisa em educação no Brasil, com a instalação dos Centros Regionais de Pesquisa em cinco estados brasileiros, em 1955, por intermédio de um acordo com a UNESCO. Em um contexto no qual a educação nacional passava por intervenções internacionais, com o objetivo de desenvolver a educação pública e elevar os índices de alfabetização, as Conferências Internacionais de Instrução Pública marcaram um local de discussão de metas em comum para os países pertencentes ao BIE e de entrega de relatórios sobre as estratégias feitas nesses países. A análise das fontes considerou a perspectiva de história transnacional da educação, na medida em que os saberes e as representações produzidas pelas recomendações das CIIP circularam amplamente pelos países membros do BIE, sendo incluídos também nas publicações da RBEP e dos CRPEs. O estudo das fontes permitiu compreender um movimento de intensa circulação de representações sobre o magistério primário, que, apesar de se fundamentarem em uma teorização científica sobre o ensino, representam a docência, considerando também aspectos subjetivos do professor primário, como sua moral e sua personalidade. Isso indica, portanto, um movimento que buscava também o controle das subjetividades do magistério, objetivando a incorporação dos saberes indicados como científicos para a prática de ensino. Desse modo, foi considerada a análise do trabalho docente a partir das lutas de representação sobre os processos de profissionalização produzidos a partir da posição ocupadas pelos agentes no campo educacional e que, logo, produzem representações sobre os mais diversos aspectos do trabalho docente, como condições de trabalho, prática pedagógica e carreira profissional.

The thesis presented here refers to the study of the representations of primary teaching in the context of educational reform projects in Brazil, during the decades from 1950 to 1970, also considering the scenario of intense circulation of knowledge about the teaching practice in an international context. The research carried out was based on the perspective of cultural historys studies of education in Brazil, with a special focus on the approaches of emotions history and the transnational circulation of ideas and educational policies. The main objective is to shed light on a process that has been little analyzed historically: the generation of emotional regimes for primary teachers, through the proposals of initial training and improvement in service, as part of the rationalization process of teaching work. For this, representations about the teaching work were analyzed and found in the resolutions of the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the International Bureau of Education (IBEUNESCO). In order to contemplate part of the scientific production in the educational field, were studied articles from Brazilian Journal of Pedagogical Studies (Revista Brasileira de Estudos Pedagógicos RBEP) and the publications of Regional Centers for Education Researches (Centros Regionais de Pesquisas Educacionais - CRPEs). The period considered for the study comprises the cooperation agreement between UNESCO and the IBE, that foresaw both institutions' participation in the call of the Conferences on Public Instruction. The postwar context, to which this research corresponds, is a potential context for the analysis of the representations of the teaching work, because, according to Lawn, it is a time to rebuild the educational project, and therefore, to reformulate the representation of teachers' identities. This period also corresponds to a milestone in the consolidation of educational research in Brazil, with the establishment of Regional Research Centers in five Brazilian states in 1955, through an agreement with UNESCO. In a context in which national education was going through international interventions, aiming to develop public education and raise the literacy rates, the International Conferences on Public Instruction arranged a place to discuss common goals for the countries belonging to the IBE and to deliver reports on the strategies executed in these countries. The analysis of research sources considered the perspective of the transnational history of education, to the extent that the knowledge and representations produced by the International Conferences on Public Education (ICPE) recommendations circulated widely throughout the member countries of the IBE, being also included in the publications of RBEP and CRPEs. The study of sources allowed us to understand a movement of intense circulation of representations about primary teaching, that although it is based on a scientific theorization on teaching, represent teaching also considering subjective aspects of the primary teacher, such as his or her morals and personality. This indicated a movement that also sought the control of the subjectivities of the teaching staff, aiming at the incorporation of the knowledge pointed as scientific for the teaching practice. Thus, we ponder the analysis of the teaching work from the struggles of representation on the professionalization processes produced from the position occupied by agents in the educational field, and that, therefore, produces representations about the most diverse aspects of the teaching work, as working conditions, pedagogical practice, and professional career.
