No Brasil, embora a trajetória da educação especial seja caracterizada pela relação com o setor privado por meio de parcerias com instituições filantrópicas, confessionais e comunitárias sem fins lucrativos, com atuação exclusiva em educação especial, verifica-se que, a partir da década de 1990, com base em documentos nacionais e internacionais, a política de educação especial têm sido orientada pela inclusão escolar. A defesa da inclusão escolar do alunado elegível ao atendimento pela educação especial está diretamente ligada ao financiamento da educação ao demandar investimentos na educação pública, com vistas a universalizar seu ingresso na classe comum e garantir sua permanência com acesso ao conhecimento escolar pela melhoria da qualidade de ensino, bem como pelo provimento de recursos e serviços especializados. No âmbito da responsabilidade pelas etapas da educação básica, a Emenda Constitucional no 14, de 1996, definiu que compete aos municípios atuar na educação infantil e no ensino fundamental, onde está concentrada a maior parte das matrículas. Diante disso, esta pesquisa possui a seguinte questão norteadora: como o município de Campinas-SP destina os recursos para a educação especial nos âmbitos público e privado? Nesse sentido, o objetivo geral da pesquisa é analisar a destinação de verbas do município de Campinas-SP para a educação especial nos setores público e privado entre 2012 e 2017. Esse objetivo desdobrou-se nos seguintes objetivos específicos: 1) descrever a atual política e a organização da educação especial do município de Campinas-SP, buscando identificar suas bases referenciais e cotejá-las em relação aos princípios e diretrizes de âmbito nacional; e 2) investigar e analisar a destinação dos recursos financeiros entre os âmbitos público e privado nessa modalidade de ensino no período e discutir o papel do Estado na garantia do direito à educação, de caráter obrigatório, gratuito e de qualidade para todos. Para tanto, foi utilizada a abordagem qualitativa e, de modo específico, a pesquisa documental. Para geração de dados sobre a legislação municipal, a organização da educação especial no município, os concursos públicos, o número de profissionais diretamente ligados à educação especial e suas remunerações, os contratos com empresas terceirizadas prestadoras de serviços e as informações sobre as instituições privadas parceiras da Secretaria Municipal de Educação de Campinas-SP foram realizadas consultas online aos endereços eletrônicos da Prefeitura e das instituições privadas, aos Suplementos do Diário Oficial Municipal e ao Portal da Transparência. Os dados numéricos acerca do financiamento foram obtidos por meio do contato direto com a referida Secretaria e organizados em quadros, tabelas e gráficos e, no que diz respeito aos recursos financeiros, foram analisados os valores totais gerais, a composição dos recursos e a destinação para cada esfera, ano a ano. Os resultados indicam que, entre 2012 e 2017, houve aumento no total de verbas destinadas à educação especial, em que até 2016 a maior parte foi direcionada à esfera pública e em 2017 houve inversão na distribuição de recursos, fazendo com que a maioria fosse destinada à esfera privada em decorrência da contratação de empresas terceirizadas, responsáveis pelos serviços de cuidadores e de transporte adaptado, que são necessidades advindas da implementação da inclusão escolar. Ao mesmo tempo, o munícipio manteve parcerias com um conjunto de instituições privadas que realizavam o atendimento educacional especializado e serviços complementares. Destacam-se, ainda, as dificuldades da pesquisa sobre o financiamento da educação especial em relação ao acesso aos dados, aos registros genéricos, às lacunas e às discrepâncias entre os dados.

In Brazil, although the trajectory of special education is characterized by its relationship with the pivate sector, through partnerships with nonprofit philanthropic, denominational, and community institutions, with an exclusive role in special education, since the 1990s, based on national and international documents, the special education policy has been guided by school inclusion. The defense of the inclusion of students eligible for special education is directly linked to the financing of education, since it requires investments in public education, aiming to universalizing their entry into the common class and ensuring their permanence with access to school knowledge by improving quality. As well as the provision of specialized resources and services. Within the scope of responsibility for the stages of basic education, Constitutional Amendment 14, from 1996, defined that it is the responsibility of municipalities to act in early childhood education and primary education, where most of the enrollment is concentrated. That said, this research has the following guiding question: how does the municipality of Campinas- SP allocate resources for special education, for public and private? In this sense, the general objective of the research is to analyze the allocation of funds from the municipality of Campinas-SP for special education, in public and private, between 2012 and 2017. This objective unfolded into the following specific objectives: 1) describe the current policy and organization of special education in the municipality of Campinas-SP, seeking to identify its referential bases and compare it with the principles and guidelines nationwide; and 2) investigate and analyze the allocation of financial resources between the public and private levels in this type of education in the period and discuss the role of the state in guaranteeing the right to education, mandatory, free and quality for all. For this, the qualitative approach was used and, specifically, the documentary research. For the generation of data on municipal legislation, the organization of special education in the municipality, public tenders, the number of professionals directly related to special education and their remuneration, contracts with outsourced service providers and information on private partner institutions. From the Municipal Secretariat of Education of Campinas-SP, online consultations were made to the Town Hall, private institutions, the Municipal Official Gazette Supplements and the Transparency Portal. Numerical data on funding were obtained through direct contact with the Secretariat and were organized in tables and charts and, with regard to financial resources, the overall total values, the composition of resources and the destination for each sphere were analyzed, year by year. The results indicate that between 2012 and 2017 there was an increase in the total of funds destined for special education, and by 2016 most of it was directed to the public sphere and in 2017 there was an inversion in the distribution of resources, making most of it destined to private sphere, due to the hiring of outsourced companies, responsible for caregiver services and adapted transportation, which are needs arising from the implementation of school inclusion. At the same time, it maintained partnerships with a number of private institutions that provided specialized educational services and complementary services. Also noteworthy are the difficulties of research on the financing of special education in relation to access to data, generic records, gaps and discrepancies between the data.
