A publicação do curso Nascimento da Biopolítica, de Michel Foucault, despertou o interesse de pesquisadores de diferentes áreas nas relações, traçadas pelo filósofo, entre a teoria do capital humano e o neoliberalismo norte-americano. Na pesquisa educacional, a significativa receptividade às ideias de Foucault pode ser explicada não apenas pela apropriação histórica da noção de capital humano no âmbito da política educacional, mas também pela incursão dos economistas no campo da Educação. As investigações foucaultianas se constituíram como subsídio importante à compreensão de ambos acontecimentos, permitindo compreendê-los a partir da ascensão do neoliberalismo. No entanto, a natureza da obra, composta por transcrições de aulas, indica o caráter parcial das suas investigações, apresentadas com menor rigor analítico em relação aos seus livros. Essa constatação não tem por objetivo diminuir a importância dos seus cursos no Collège de France, mas indica que sua leitura deve ser feita de acordo com aquilo que eles pretendem ser: não como palavra final sobre o tema, senão como delineamento de percursos profícuos de análise. Este trabalho propõe aprofundar as discussões sobre capital humano e neoliberalismo, explorando essas relações na Economia da Educação. A partir dos procedimentos investigativos utilizados por Foucault nas suas análises, pretende-se delimitar historicamente a teoria do capital humano no quadro analítico das governamentalidades, identificando os diferentes regimes de apropriação dessa agenda de pesquisa. Espera-se que os esforços de pesquisa aqui empreendidos permitam aprofundar discussões lançadas por Foucault, assim como apontar outros caminhos correlatos, colaborando com a compreensão do significado da teoria do capital humano na experiência educacional.

The publication of Michel Foucaults Birth of Biopolitics have drawn the attention of different researches due to the relation between human capital theory and American neoliberalism. In educational research, the significant reception of Foucaults ideas can be explained not only by economists foray into Education, but also by the historical rendering of the concept of human capital in educational policy. Foucauldian analysis has turned into an important resource for understanding both events, allowing for their appreciation in light of the rise of neoliberalism. However, the nature of the work, comprised of transcribed lectures, indicates the partial character of the investigation, resulting in lower analytical rigor in relation to the analysis in his books. This remark does not aim to reduce the importance of Michel Foucaults lectures in Collège de France, but suggests reading them as they are meant to be: not the final word on the subject, but the outline of prolific analytical paths instead. This dissertation proposes to develop the discussion on human capital and neoliberalism, approaching this relation across the Economics of Education. Based on investigation procedures used by Foucault, it is intended to historically delimit the human capital theory in the framework of governamentalities, identifying the different regimes of appropriation in this research agenda. The mentioned objectives lead to the verification of different problems, inside and outside Economics, based on which the historical relations between Economy and Education have been formulated at an epistemological level and in the scope of government programmes. It is expected that the research efforts undertaken in this study will allow for an examination of foucaldian discussions as well as the opening of related ways, contributing to illuminate the meaning of human capital theory in educational experience.
