Esta pesquisa teve como objetivo analisar o ciclo da política de utilização de sistema privado de ensino na educação infantil da rede municipal de educação de São Lourenço/MG. Partindo do pressuposto de que a interferência da iniciativa privada na escola pública viola princípios democráticos, realizou-se pesquisa qualitativa, por meio de estudo de caso na rede pública municipal de educação de São Lourenço, em Minas Gerais, tendo como sujeitos: uma diretora escolar, uma supervisora escolar, duas professoras, uma auxiliar de creche, uma mãe de aluna e uma aluna. Utilizou-se como método a Abordagem do Ciclo de Políticas, formulado por Stephen Ball e Richard Bowe, a fim de realizar a análise dos diferentes contextos da política educacional: contexto da influência, contexto da produção do texto, contexto da prática e contexto dos resultados/efeitos. O estudo bibliográfico esteve em permanente interlocução com a pesquisa empírica realizada por meio de análise de documentos e entrevistas semiestruturadas. A pesquisa é relevante pela atualidade do tema, visto que por todo o país a ideologia do mercado influencia a educação pública e compromete a qualidade do processo pedagógico ao negar a condição de sujeito do professor e do aluno no processo de trabalho na escola, tal como foi constatado nesta pesquisa. A conclusão do trabalho indica a necessidade se realizar estudos com vistas à elucidação de casos de resistência dos educadores, submetidos à reestruturação desta natureza.

This research aimed to analyze the policy cycle of using a private teaching system in early childhood education in a municipal education network. Assuming that the interference of private initiative in public schools violates democratic principles, qualitative research was conducted through a case study in the municipal public education network of São Lourenço, in Minas Gerais, in which the subjects were a school director, a school supervisor, two teachers, a daycare assistant, a students mother and a student. The Policy Cycle approach, formulated by Stephen Ball and Richard Bowe, was used in order to analyze different contexts of educational policy, such as: influence, text production, practice and outcomes. The bibliographical study was in permanent dialogue with the empirical research carried out through the analysis of documents and semi-structured interviews. The research is relevant, once the theme is current and also because the market ideology influences public education all over the country and compromises the quality of the pedagogical process by denying the condition of the teacher and the student as subjects in the school working process. The conclusion of the study indicates it is essential to deepen the studies by aiming at cases of resistance of educators undergoing restructuring of this nature.
