Nessa dissertação foi realizada uma análise do uso do conceito de competência na matriz de referência do Exame Nacional do Ensino Médio e na pedagogia das competências de Philippe Perrenoud, na qual a prova se baseia. A intenção era averiguar um possível uso dogmático do conceito nas obras do sociólogo e na referida matriz tendo como referencial teórico a filosofia da linguagem de Wittgenstein. Para tal foi descrita a evolução histórica da estrutura da prova e de seus objetivos, além do contexto internacional de discussões sobre educação, representado pelo relatório da UNESCO Um Tesouro a Descobrir: Relatório para a UNESCO da Comissão Internacional sobre Educação para o século XXI. Também foram descritos os usos do conceito nas obras de Perrenoud e na matriz (tanto na primeira, até 2009, quanto na atual) segundo a proposta wittgensteiniana de terapia filosófica. A conclusão alcançada foi a de que se trata de um uso dogmático em ambos os casos, com consequências prejudiciais para a educação básica brasileira uma vez que o Enem constitui importante influência na formulação de políticas públicas e práticas pedagógicas pelo país.

This dissertation analyzed the use of the concept of competence in the reference matrix of the Exame Nacional do Ensino Médio and in the pedagogy of competences of Philippe Perrenoud, on which the exam is based. The intention was to find out a possible dogmatic use of the concept in the sociologist's works and in that matrix taking as a theoretical framework Wittgenstein's philosophy of language. For this, the historical evolution of the test structure and its objectives was described, as well as the international context of discussions about education, represented by the UNESCO report Learning: the treasure within; report to UNESCO of the International Commission on Education for the Twenty- first Century. We also described the uses of the concept in Perrenoud's works and in the matrix (both in the first, until 2009, and in the current) according to the wittgensteinian proposal of philosophical therapy. The conclusion reached was that it is a dogmatic use in both cases, with harmful consequences for brazilian basic education since Enem is an important influence in the formulation of public policies and pedagogical practices across the country.
