Este estudo tem por objetivo analisar o processo de construção e de desenvolvimento da garantia de qualidade do Ensino Superior em âmbito regional, notadamente na Europa e no Mercosul, e identificar os fatores próprios de cada região que influenciaram a elaboração de seus formatos. Ao longo da pesquisa, buscou-se responder às seguintes questões: quais os contextos em que emergiram os processos regionais de garantia de qualidade do Ensino Superior? Como se dão? Para que servem? Quais são seus elementos? Quem são os atores envolvidos? Como são regulamentados? Quais são seus efeitos internos e internacionais? São necessários, de fato, para propiciar a circulação de estudantes, acadêmicos e profissionais diplomados? O que se entende por qualidade da Ensino Superior nesses processos? Quais são suas similitudes e diferenças? Podem ser correlacionados? São compatíveis? Há a possibilidade de as acreditações emanadas em uma região serem reconhecidas e surtirem efeito em outra? Para tanto, partiu-se de teorias fundadas no regionalismo, considerando-se, a priori, que o desenvolvimento de cada um dos sistemas regionais de garantia de qualidade está vinculado a condições específicas dadas em determinado momento histórico, desdobrando-se o estudo em dois eixos: a formação dos processos de garantia de qualidade do Ensino Superior em cada região e os processos de garantia de qualidade em si e o exame das características dos modelos. A análise foca os níveis regional e nacional. Na composição do corpus documental foi dada ênfase àqueles relacionados ao Processo de Bolonha, às Normas e Diretrizes para a Garantia de Qualidade no Espaço Europeu de Ensino Superior e ao Sistema Arcu-Sul. A pesquisa fez uso da abordagem qualitativa por meio da realização de entrevistas e da aplicação de questionários semiestruturados, envolvendo pessoas-chave para o estudo, entre representantes de organizações internacionais, de Agências de Garantia de Qualidade, stakeholders e pesquisadores do campo. Os dados obtidos permitiram averiguar que os processos possuem semelhanças relativas aos seus objetivos e aos seus procedimentos, relacionados com a sua função de certificar a qualidade, enquanto os seus designs estão intrinsecamente ligados à institucionalidade e aos atores neles envolvidos, à natureza fluida do Processo de Bolonha, enquanto ente independente, contando com a participação massiva de stakeholders e à tradicional dos blocos econômicos regionais como o Mercosul, focada na atuação de seus Estados-membros.

This study aims to analyze the process of construction and development of quality assurance in higher education regionally, especially in Europe and Mercosur, and to identify the specific factors of each region that influenced the development of their formats. Throughout the research, we sought to answer the following questions: what are the contexts in which regional processes of quality assurance in higher education have emerged? How do they take place? What are they used for? What are their elements? Who are the actors involved? How are they regulated? What are their internal and international effects? Are they necessary to promote the circulation of students, scholars and graduated professionals? What is understood by quality of higher education in these processes? What are their similarities and differences? Can they be correlated? Are they compatible? Is there a possibility of accreditations issued in one region being recognized and having effect in another? To this end, we started from theories based on regionalism, considering that the development of each of the regional quality assurance systems is linked to specific conditions given at a certain historical moment, unfolding the study in two axes: the formation of quality assurance processes in higher education in each region, the quality assurance processes themselves, and the examination of the characteristics of the models. The analysis does not focus on the figure of the State, but on the regional and national levels. In the documentary corpus emphasis was given to those related to the Bologna Process, the Standards and Guidelines for Quality Assurance in the European Higher Education Area and the Arcu-Sur System. The research made use of a qualitative approach by means of interviews and semi-structured questionnaires involving key people for the study, including representatives of International Organizations, Quality Assurance Agencies, stakeholders and researchers in the field. The data obtained allowed us to ascertain that the processes have similarities regarding their objectives and procedures, related to their function of certifying quality, while their designs are intrinsically linked to the institutionality and the actors involved in them, to the fluid nature of the Bologna Process, as an independent entity, relying on the massive participation of stakeholders, and to the traditional regional economic blocs such as Mercosur, focused on the actions of its member States.
