Esta dissertação tem como objeto a implementação do Programa Nacional de Educação do Campo (PRONACAMPO) no estado de São Paulo, com ênfase nas ações de seu Eixo III, relativo à Educação de Jovens e Adultos e Educação Profissional, no período de 2013 a 2016. Esse eixo engloba duas ações: PROJOVEM Campo Saberes da Terra e PRONATEC Campo Programa Nacional de Acesso ao Ensino Técnico e Emprego, e se destina a jovens trabalhadores rurais. Tomando por motivação a garantia do direito à educação das populações campesinas, a pesquisa procurou conhecer as razões do baixo atendimento à educação do campo em São Paulo, investigando as causas da pouca adesão aos programas de educação profissional para jovens e adultos do campo, no estado. O trabalho se desenvolveu a partir de revisão bibliográfica e pesquisa documental sobre as lutas dos movimentos sociais do campo e sua contribuição na formação das políticas de educação do campo, considerando o regime de colaboração e as novas formas de organização intergovernamental na execução e gestão de política educacional. O levantamento de dados foi realizado junto aos órgãos federais, estaduais e municipais ligados à educação e às políticas para o campo, consulta direta em 23 municípios paulistas que aderiram ao PROJOVEM Campo Saberes da Terra em 2014, entrevistas com gestores de órgãos públicos e representantes dos movimentos sociais. Trata-se de análise do processo de implementação da política pública. As pesquisas e entrevistas, bem como a aplicação de questionário nos 23 municípios, revelam que o Programa teve incipiente adesão no Estado, e permitem inferir variadas razões para a situação do PRONACAMPO em São Paulo: diminuição da população rural; desinteresse dos gestores e/ou beneficiários; desconhecimento/desconsideração da demanda; incompatibilidade política entre esferas de governo.

The present dissertation aims at implementing the National Program of Rural Education (Programa Nacional de Educação do Campo PRONACAMPO) in the state of São Paulo, with emphasis on the actions of its Axis III, regarding Youth and Adult Education and Professional Education" from 2013 to 2016. This axis comprises two actions: Rural PROJOVEM Knowledge of the Earth and Rural PRONATEC National Program for Access to Technical Education and Employment and it is intended for rural workers. Taking as motivation the assurance of the right to education of the peasant populations, the research sought to know the reasons for low provision of the education in the rural area in São Paulo, investigating the causes of low adhesion to the programs of professional education for youth and adults from the field in the state of São Paulo. This paper was developed from the literature review and document research on the struggles of the social movements in the field and their contribution to the constitution of the rural education policies, taking into account the collaboration regime and the new forms of intergovernmental organization in the execution and administration of the educational policy. The data collection was carried out among federal, state, and municipal agencies related to education and to the policies for the rural area, direct consultation in 23 municipalities in the State of São Paulo, which joined Rural PROJOVEM Knowledge of the Earth in 2014, interviews with administrators of public agencies and representatives of the social movements. It consists of an analysis of the implementation of the public policy process. The researches and interviews as well as the application of the questionnaire in the 23 municipalities show that the Program had incipient adhesion in the state and make it possible to infer various reasons for the situation of PRONACAMPO in São Paulo: decrease in the rural population; lack of interest of the administrators/beneficiaries; unfamiliarity/disregard of demand; political incompatibility among the spheres of the government.
