Partindo de aproximações com o campo da participação social na construção de políticas públicas municipais, este trabalho busca discutir o acesso, possibilidades e limitações na garantia do direito à moradia e à assistência social das mulheres migrantes no município de São Paulo. Migrações de mulheres do Sul global para a cidade de São Paulo trazem a necessidade de pensar as políticas municipais voltadas a este grupo. Embora a Política Municipal para a População Imigrante de São Paulo tenha mecanismos para possibilitar a participação da população na sua construção, as parcelas mais vulneráveis e com demandas mais urgentes podem não ser contempladas. Diante disso, este trabalho tem como objetivo discutir o acesso às políticas de Assistência Social e Habitação a partir de experiências vivenciadas por mulheres migrantes que residem na cidade de São Paulo. Para atingir esse objetivo, foram realizadas oficinas com um grupo de mulheres africanas e latinoamericanas recém-chegadas ao país, conviventes em um centro de acolhimento. Foram, também, feitos registros em diário de campo, da experiência profissional da pesquisadora com essa população. Durante as oficinas, foi proposto que as participantes relatassem e avaliassem suas experiências com serviços, programas e projetos de Assistência Social e Habitação. Para facilitar as discussões, foram utilizadas ferramentas que visavam promover a acessibilidade, tanto linguística quanto intercultural. Foi possível perceber carências nas políticas, em relação à dificuldade de acesso, a perda de autonomia, e a violações de direitos. Embora tenham sido feitos passos para a construção de políticas com participação social, a política de Assistência Social se mostra ainda insuficiente para garantir satisfazer as demandas das mulheres imigrantes, sobretudo em relação à moradia. Da mesma maneira, foi possível concluir que a política de Habitação do município é insuficiente para garantir moradia adequada à população em geral e, sobretudo, à população migrante. Diante disso, há forte presença de migrantes nos movimentos de moradia. Assim, faz-se necessário entender as relações particulares das mulheres migrantes, os movimentos de luta por moradia e o direito à moradia digna e adequada

Drawing from connections with the field of social participation in the construction of municipal public policies, this research proposes to discuss the access, possibilities and limitations in guaranteeing the right to housing and social assistance for migrant women in the São Paulo municipality. Migrations of women from the global South to the city of São Paulo bring the need to think about municipal policies targeted to this group. Although the Municipal Policy for the Immigrant Population of São Paulo has mechanisms to enable the participation of the population in its construction, the most vulnerable groups and those with the most urgent demands may not be covered. Therefore, this research aims to discuss the access to Social Assistance and Housing policies based on the experiences of migrant women living in the city of São Paulo. To achieve this goal, workshops were held with a group of African and Latin American women who had recently arrived in the country and cohabited in a shelter center. The researcher's professional experience with this population was also recorded in a field diary. During the workshops, the participants were asked to report and evaluate their experiences with Social Assistance and Housing services, programs, and projects. To facilitate the discussions, tools were used to promote accessibility, both linguistically and interculturally. It was possible to see deficiencies in the policies regarding difficulty of access, loss of autonomy, and rights violations. Although steps have been made towards the construction of policies with social participation, the Social Assistance policy is still insufficient to guarantee that the demands of immigrant women are met, especially in relation to housing. In the same way, it was possible to conclude that the housing policy of the municipality is insufficient to guarantee adequate housing to the population in general and, especially, to the migrant population. Therefore, there is a strong presence of migrants in the housing movements. Thus, it is necessary to understand the particular relations of migrant women, the movements that fight for housing and the right to decent and adequate housing
