O objetivo principal desta pesquisa foi analisar os discursos de profissionais do SUAS acerca do processo de implementação do marco regulatório das organizações da sociedade civil (MROSC) na assistência social do município de São Paulo. Buscamos investigar como estas/es trabalhadoras/es, vinculados à administração direta e indireta, compreenderam e avaliaram o MROSC e seus efeitos nos cotidianos de seus serviços. De forma complementar, a fim de contextualizar os discursos produzidos em torno do MROSC, discorremos sobre as diferentes maneiras de caracterização e nomeação da sociedade civil, do Estado e da relação OSC-Estado. Como percurso metodológico adotamos algumas estratégias para a produção das informações apresentadas: uma extensa revisão de literatura sobre temáticas correlatas; levantamento e análise documental de leis, portarias, decretos e demais normativas que tratam sobre o nosso objeto de estudo; participação de espaços de interação socioestatal (reuniões, audiências, atos públicos, oficinas, palestras mobilizações, etc.) nos quais são debatidos assuntos relevantes à política; entrevistas semiestruturadas com trabalhadoras do SUAS que ocupam distintos cargos na rede socioassistencial paulistana. Para a discussão das informações que produzimos a partir da revisão de literatura, da análise documental e das entrevistas e idas a campo, no amparamos em três eixos teóricos: (1) a literatura que trata sobre a assistência social, em especial aquela que fala sobre esta política em São Paulo; (2) a literatura acadêmica e os documentos produzidos por diversos órgãos estatais e não estatais que falam sobre a formulação e implementação do MROSC; e (3) os textos que trabalham a análise de práticas discursivas em Psicologia Social. Tais eixos teóricos foram articulados para a construção de uma análise que correlaciona o âmbito institucional e macropolítico das políticas de assistência social, e o âmbito subjetivo e micropolítico das práticas discursivas

The main objective of this research was the analysis of discourses of SUAS professionals about the process of implementation of the Regulatory Framework of Civil Society Organizations (MROSC) in social assistance of the city of São Paulo. We sought to investigate how these workers, from direct and indirect administration, understood and evaluated MROSC and its effects on the daily routine of services. In a complementary way, in order to contextualize the discourses produced around MROSC, we discussed the different ways of characterizing and naming civil society, the State and the OSC-State relationship. As a methodological approach we adopted some strategies for the production of the presented information: an extensive literature review on related themes; survey and document analysis of laws, rules, decrees and other regulations that deal with our object of study; participation of spaces for socio-state interaction (meetings, hearings, public acts, workshops, lectures, mobilizations, etc.) in which relevant issues to this policy are debated; semi-structured interviews with SUAS workers who occupy different positions in the social assistance network of São Paulo. For the discussion of the information we produced from the literature review, the documentary analysis and the interviews and field trips, we got support from three theoretical axes: (1) the literature that deals with the social assistance, especially the one that talks about this policy in São Paulo; (2) the academic literature and documents produced by various state and non-state agencies that talk about the formulation and implementation of MROSC; and (3) the texts that work with the analysis of discursive practices in Social Psychology. Such theoretical axes were articulated for the construction of an analysis that correlates the institutional and macropolitical scope of social assistance policies, and the subjective and micropolitical scope of discursive practices
