A participação popular voltada ao exercício do controle social das políticas públicas de Aids no Sistema Único de Saúde (SUS) é um tema estratégico na agenda de pesquisa do campo da Saúde Coletiva. Neste doutorado analisamos a produção da identidade coletiva dos ativistas do movimento social de Aids no eixo São Paulo Rio de Janeiro, quanto à participação e o controle social da política de Aids no SUS, no período de 1980 a 2023. Trata-se de um estudo exploratório, descritivo, retrospectivo, transversal, ancorado na abordagem qualitativa. A coleta dos dados baseou-se na condução de 29 entrevistas semiestruturadas e em profundidade com os ativistas do movimento social de Aids paulista e fluminense. As entrevistas foram gravadas, transcritas e submetidas à análise de conteúdo. As narrativas foram analisadas à luz do referencial teórico-metodológico ancorado no Modelo Analítico da Consciência Política, sistematizado por Salvador Sandoval no campo interdisciplinar da Psicologia Política. De modo particular elegemos a dimensão da identidade coletiva como elemento estruturante da análise. No que tange às movimentações do movimento social de Aids, apreendidas a partir da sistematização da linha do tempo e da análise de conteúdo das narrativas dos ativistas, depreende-se que a institucionalização das ONG/Aids definiu nos primeiros anos da década de 1980, as bases do movimento social brasileiro de luta contra a Aids, além da emergência de novos sujeitos sociais vinculados a um ativismo de urgência. Posteriormente, a criação dos Fóruns Estaduais de ONG Aids, pioneiros em São Paulo e no Rio de Janeiro, fortaleceu sobremaneira a articulação e abrangência das ações coletivas, bem como as práticas do ativismo sociopolítico no que concerne à luta pela defesa do direito à saúde das pessoas vivendo com HIV e Aids em linha com a Constituição Federal de 1988. O último arranjo institucional identificado nas movimentações, se referiu à organização e à estruturação das redes identitárias, inicialmente, a Rede Nacional de Pessoas Vivendo com HIV e Aids, seguida pelas Cidadãs Posithivas, os Adolescentes e Jovens Vivendo com HIV e Aids e recentemente a Rede Nacional de Pessoas Trans.

Popular participation followed by the exercise of social control of public policies on AIDS in the Unified Health System (SUS) is a theme foreseen in the research agenda in the field of Collective Health. In this doctorate, we analyze the production of the collective identity of the militants of the AIDS social movement in the São Paulo Rio de Janeiro axis, with regard to the participation and social control of the AIDS policy in the SUS, in the period from 1980 to 2023. This is an exploratory, descriptive, retrospective, cross-sectional study, based on a qualitative approach. Data collection was based on conducting 29 semi-structured and in-depth interviews with AIDS social movement activists from São Paulo and Rio de Janeiro. The interviews were recorded, transcribed and submitted to content analysis. The narratives were analyzed in the light of the theoretical-methodological framework anchored in the Analytical Model of Political Consciousness, systematized by Salvador Sandoval in the interdisciplinary field of Political Psychology. In particular, we chose the dimension of collective identity as a structuring element of the analysis. With regard to the movements of the AIDS social movement, apprehended from the systematization of the timeline and the content analysis of the activists' narratives, it appears that the institutionalization of NGOs/AIDS defined in the first years of the 1980s, the foundations of the Brazilian social movement against AIDS, in addition to the emergence of new social subjects linked to urgent activism. Subsequently, the creation of the State Forums of AIDS NGOs, pioneers in São Paulo and Rio de Janeiro, greatly strengthened the articulation and scope of collective actions, as well as the practices of sociopolitical activism with regard to the struggle to defend the right to health of women. people living with HIV and AIDS in line with the Federal Constitution of 1988. The last institutional arrangement identified in the movements referred to the organization and structuring of identity networks, initially the National Network of People Living with HIV and AIDS, followed by Cidadãs Posithivas, Adolescents and Young People Living with HIV and AIDS and finally the National Network of Trans People.
