Este trabalho contém o relato de dez Estudos relacionados a um serviço de saúde desenvolvido pelo · Departamento de Saúde da Comunidade da Secretaria de Higiene e Saúde do Município de São Paulo através dos 56 ·Postos de Saúde da rede do município durante o quadriênio 1975-1978. Os Estudos relatam o trabalho desenvolvido pela Administração do Departamento em relação a um atendimento de saúde que produza melhoria nas condições de saúde da população através de uma prestação de serviços de saúde eficaz. Os Estudos iniciam com uma descrição do problema ("diagnóstico") a ser resolvido pela atuação dos funcionários dos Postos de Saúde. Esse "diagnóstico'' inclui a identificação de comportamentos inexistentes ou inadequados em relação às suas condições. de saúde que eram característicos do repertório da população-alvo das ações dos Postos: gestantes, nutrizes e crianças até dois anos de idade. O ponto de partida também considera as condições dos Postos e a proposta de "Programa de Saúde Materno-Infantil" elaborado pela Secretaria de Estado da Saúde de São Paulo. A partir da "descrição do problema" especificaram-se as · classes de ações que deviam ser apresentadas pelos Postos de Saúde em re1ação ao que devia ser conseguido (produzido) pelos Postos, ordenaram-se essas ações em uma sequencia, detalhou-se cada ação em ações mais simples e intermediárias. Em seguida, especificaram-se as "condições" que os Postos de ·Saúde deveriam ter para permitir a ocorrência das classes de respostas dos funcionários e da população-alvo. Dessas "condições" são apresentadas quatro como exemplo do procedimento utilizado e dos resultados obtidos: sistema de orientações de saúde, sistema de mapeamento do atendimento aos usuários dos Postos, sistema de fluxo do atendimento e de aprazamento de retornos e sistema de arquivo e documentação utilizados pelos Postos de Saúde . O trabalho foi desenvolvido por uma equipe multidisciplinar e envolveu funcionários de vários tipos e níveis na instituição. Salientou-se a preocupação em descobrir e criar condições para a ocorrência de comportamentos que produzissem melhores condições de saúde para a população-alvo do trabalho, abrangendo os níveis de prevenção de más condições de saúde e manutenção ou promoção de boas condições de saúde além dos níveis de recuperação e reabilitação já bastante existentes na atividade das instituições que prestam serviços na área da Saúde. O procedimento e os resultados parecem úteis para o planejamento e organização de instituições que têm um trabalho típico de "prestação de serviços" à população

This paper reports ten studies concerning a health project implemented by the Department of Community Health of São Paulo Public Health Bureau at 56 Municipal Health Care Centers from 1975 to 1978. The studies report the work developed by the administration of the Department in relation to the organization of an efficient health service aiming at an improvement in the population health conditions. The studies initially presented a description of the problem (a "diagnostic") to be solved by the Health Care Center workers. This "diagnostic'', based on their health conditions, included the identification of non-existent or inadequate behaviors that constituted the repertoire of the population affected by the Health Care Centers, e.g., mothers-to-be, breast-feeding mothers and children under two years old. This starting point also included an .evaluation of the characteristics of the Health Care Centers as well as of the "Health Project for Children and their Mothers elaborated by the State of Sao Paulo Secretariat for Public Health. Based on the problem description it were specified classes of actions to be performed by the Heal the Care Center in terms of what its function was. These actions were ordenated in an appropriate sequence and decomposed in simpler intermediary actions. After this .step, it were specified the conditions that these Health Care Centers should present in order to permit the occurrence of those classes of response performed by the Health Care Center staff and by the focused population. Among these conditions four were taken as samples of the applied procedure and of the results which were obtained. These conditions are: a system of health orientation, a system to chart the services rendered to the population, a system of flux of clientele and appointment and a system of files and documents used by the Health Care Center. The work was developed by a group of professionals of various areas and involved different kind of workers from many levels of the institution. It was emphasized the purpose to discover and set the necessary conditions to the occurrence of behaviors which would produce an improvement in the health conditions of the population. These behaviors included the prevention of poor and the maintenance of good health conditions as well as the traditional level of rehabilitation and recovery, usually found in institutions in the area of health. The procedure and its results seem to be useful to plan and organize the work in many similar institutions
